Job Description

We have an opening for a Metrology Engineer who will contribute to the Weapon Technologies and Engineering (WTE) Program in a matrixed role within the Strategic Deterrence (SD) Principal Associate Directorate (PAD). You will be responsible for contributing to processes and providing guidance to staff to support the WTE Program in meeting all applicable requirements associated with NAP 401.1A (NNSA Weapon Quality Policy) relating to Weapon-Related Measurement & Test Equipment (WM&TE). This responsibility will include interfacing with Defense Technologies Engineering Division (DTED) / Weapon Technologies and Engineering (WTE) personnel to ensure requirements are met and being applied consistently across the program. You will be expected to support representation of WTE’s WM&TE program internally and externally at reviews and audits conducted by external agencies. This position is in the Office of Laboratory Oversight – Mission Assurance (MA) department within the Director’s Office.

This position may offer a hybrid schedule, which includes the flexibility to work from home one or more days per week, after a probationary period. The specifics of the hybrid schedule, including the exact number of days required in the office and virtual work options may vary based on the needs of the team and the organization. 

This position will be filled at either level based on knowledge and related experience as assessed by the hiring team. Additional job responsibilities (outlined below) will be assigned if hired at the higher level.

You will

  • Provide support and coordination to WTE’s Weapon Measurement & Test Equipment (WM&TE) Program, by contributing to key aspects of the WM&TE operations for the WTE Program, to include coordination with the metrology initiative of the Institutional Program, WTE Program, Livermore Field Office (LFO), and NNSA/HQ.
  • Provide technical knowledge to help address M&TE challenges such as Uncertainty Analysis (UA), functional verifications, and calibration coversheet certificates to address gaps between calibration vendors and contractual requirements.
  • Work with the WTE Quality Assurance Manager on WM&TE effectiveness reviews and internal self-assessments to ensure weapons-related critical measuring & test equipment requirements are being met in preparation for external audits; assist in developing corrective action plans in an effort to mitigate gaps.
  • Maintain working relationships and interface regularly with the NNSA’s Primary Standards Laboratory (PSL), an external agency with auditing oversight for WTE’s WM&TE and LLNL’s general operations metrology program(s).
  • Ensure the WM&TE database is being updated on a frequent basis with the most current status of the metrology assets and related documentation.
  • Contribute to the development, maintenance, and provision of quarterly metrics to the Institutional Metrology Program manager & WTE QA manager, associated with in-calibration and out-of-calibration assets of the WTE WM&TE Metrology Program.
  • Assist in ensuring inactive and/or out-of-calibration assets are tagged out-of-service until an “As-Found” condition recalibration has been performed, or destruction has been realized and WM&TE database reflects current status.
  • Collaborate across LLNL with program personnel and/or facility managers, technical contacts, and scientists to leverage technical and quality interactions outside of the work unit and, as needed, external contacts
  • Present technical approaches, project updates, and documentation to peers and program managers.
  • Perform other duties as assigned.

Additional job responsibilities, at the SES.3 level 

  • Make independent decisions using sound judgment to resolve multi-project and program requirements through negotiation.
  • Support external audits and serve as the technical point of contact during audit activities.
  • Develop and/or contribute to research and development proposals.
  • Participate in external metrology audits and reviews within the NSE, as invited.

Qualifications

  • Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.
  • Bachelor’s degree in Engineering, Precision Engineering, or related technical area or equivalent combination of education and related experience.
  • Broad experience in the application of Uncertainty Analysis (UA), functional verification, and error budgeting, with a proven applicability for new and existing processes and equipment.
  • Broad experience assessing internal calibration programs, traceability conformance, uncertainty of measurement including test uncertainty ratios to determine adequacy of calibration.
  • Experience reviewing and validating WM&TE equipment suitability, instructions, range and accuracy analysis.
  • Broad knowledge of metrology principles and technologies as well as their application.
  • Broad engineering knowledge associated with inspection operations and significant experience interpreting specifications and mechanical drawings.
  • Experience with an understanding and/or application related to one or more of the following: National Institute of Standards and Technology (NIST), ISO/IEC 17025, and ANSI/ASME standards and their application related to WM&TE.
  • Experience assuming responsibility with minimal instruction and supervision; exercising sound judgment and high-consequence decision making to solve moderately complex problems in a multi-tasked environment.
  • Experience working independently and collaboratively as part of a team with effective organizational and interpersonal skills.
  • Experience with mechanical inspection, technical measuring devices and calibration of M&TE assets.
  • Proficient verbal and written communication skills necessary to effectively collaborate in a team environment to present and explain technical information and provide advice to management and guidance to team members.
  • Experience effectively working in small, multi-disciplinary teams with experience interacting and collaborating with all levels of technical staff, managers, vendors, and external contacts.
  • Experience with computers, i.e., Word, Excel, PowerPoint, and database management (used to manage M&TE assets and related documents).

Additional qualifications at the SES.3 level 

  • Advanced knowledge in Precision Engineering with advanced experience in the design and evaluation of precision machines, systems, and processes to ensure the accuracy of the repeatable measured output.
  • Significant experience with a solid understanding and/or application specifically related to one or more of the following: National Institute of Standards and Technology (NIST), ISO/IEC 17025, and ANSI/ASME standards and their application related to WM&TE and advanced experience in the application of Uncertainty Analysis (UA), functional verification, and error budgeting, with a proven applicability for new and existing processes and equipment.
  • Experience with general fabrication processes and operations including mechanical inspection, technical measuring devices and calibration of M&TE assets.
  • Advanced communication, facilitation, collaboration and interpersonal skills necessary to effectively present, explain, influence, and advise senior management and/or external sponsors.

Qualifications We Desire

  • Experience developing relationships and building long-term collaborations with internal members of the team and/or external sponsors.
  • Broad knowledge of LLNL programmatic needs and applications. Strong knowledge of SD work scope and/or programmatic elements.
  • Ability to maintain a metrology program in accordance with federal level contractual requirements in the implementation for program and enterprise compliance.

Pay Range

$146,340 - $185,544 Annually for the SES.2 level

$175,530 - $222,564Annually for the SES.3 level

This is the lowest to highest salary we in good faith believe we would pay for this role at the time of this posting; pay will not be below any applicable local minimum wage.  An employee’s position within the salary range will be based on several factors including, but not limited to, specific competencies, relevant education, qualifications, certifications, experience, skills, seniority, geographic location, performance, and business or organizational needs.
