Job Description

We’re looking for an Institutional Assessment Program Manager. You will be responsible for interpreting, designing, and providing technical guidance on internal procedures that meet LLNL contract requirements, DOE Orders, and consensus standards for all LLNL software. You will identify improvement opportunities, collaborate with stakeholders, and drive consensus to develop and maintain institutional program descriptions, procedures, guidelines, implementation mechanisms, and training.  You will lead and support compliance and continuous improvement within the Institutional Assessment Program.  This position is in the Office of Laboratory Oversight’s Mission Assurance (MA) Office.

This position may offer a hybrid schedule, which includes the flexibility to work from home one or more days per week, after a probationary period. The specifics of the hybrid schedule, including the exact number of days required in the office and virtual work options may vary based on the needs of the team and the organization. 

This position will be filled at either level based on knowledge and related experience as assessed by the hiring team. Additional job responsibilities (outlined below) will be assigned if hired at the higher level.

You will

  • Provide advanced knowledge and technical guidance to LLNL assessors & quality program staff to ensure that it successfully executes its mission, including programmatic interfaces and institutional compliance with management assurance requirements.
  • Lead team of Quality Assurance Assessors/Quality Team Members to ensure consistent and compliant QA assessments are executed at LLNL within applicable time periods. 
  • Identify areas of opportunity throughout LLNL that may benefit from additional assessment. Partner with internal stakeholders, the Livermore Field Office (LFO) and the Institutional Assessment Plan Manager to develop annual Institutional assessment plan that meets DOE & ISO 9001 requirements.
  • Oversee, maintain, and ensure continuous improvement of a credible Institutional Assessment Program that includes systems, processes, and tools.
  • Develop and lead training and mentoring activities for Quality Assurance Assessments, ensuring teams’ auditing qualifications are met and maintained. Educate others in the applications of QA assessment best practices to assure proper QA assessment practice implementation and continuous improvement.
  • Collaborate with stakeholders, develop strategies for addressing complex institutional assessment issues/requirements.
  • Facilitate and guide internal Stakeholder Advisory Groups (SAGs) to review and refine institutional program documents to address Lab-wide assessment program concerns and contract changes.
  • Perform, shadow, and lead QA assessments across all areas of LLNL, identify compliance status of LLNL’s QA program(s), and communicate to stakeholders through reporting and verbal discussion.
  • Perform other duties as assigned.

Additional job responsibilities, at the TSS.4 level 

  • Provide subject matter expert (SME) technical leadership to LLNL assessors & quality program staff, ensuring successful execution of the mission, including complex programmatic interfaces and institutional compliance with management assurance requirements.
  • Manage the team of Quality Assurance Assessors/Quality Team Members, taking full responsibility for oversight, resource allocation, and performance management to ensure consistent and compliant QA assessments are executed at LLNL within applicable time periods.
  • Develop strategies for addressing highly complex institutional assessment issues/requirements, including those with broad impact across the Laboratory.
  • Oversee QA assessments across all areas of LLNL, taking a leadership role in identifying compliance status of LLNL’s QA program(s), and communicating results to stakeholders through comprehensive reporting and presentations.

Qualifications

  • Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship. 
  • Bachelor’s degree in a technical area or the equivalent combination of education and significant related experience.
  • Significant experience in quality related field and advanced knowledge in quality assurance assessment execution.
  • Significant experience leading or managing teams.
  • Significant experience conducting performance and compliance assessments and program implementation evaluations to ensure regulatory compliance with ISO and/or Department of Energy (DOE) standards and orders.
  • Experience developing, launching, and implementing new processes and procedures.
  • Advanced communication, facilitation, and collaboration skills necessary to effectively present, explain, influence, and advise stakeholders and/or external sponsors.
  • Advanced problem resolution, negotiation, and leadership skills
  • Experience building effective relationships and a proven ability to interpret customer requests and develop system requirements.

Additional qualifications at the TSS.4 level 

  • Expert knowledge and experience interpreting and applying DOE Orders/contract requirements and ISO 9001 in an institutional assurance/assessment context.
  • Experience managing teams, including responsibility for resource allocation and performance management.
  • Expert communication, facilitation, and collaboration skills necessary to effectively develop strategy, present, explain, influence, and advise stakeholders, senior leadership, and/or external sponsors, especially regarding highly complex or sensitive institutional assessment issues.

Qualifications We Desire

  • Familiarity and experience working with DOE Order 414.1D, Quality Assurance, 10 CFR 830, Nuclear Safety Management, NAP 401.1A, NNSA Weapon Quality Policy, and ISO 9001:2015, Quality Management Systems.
  • Experience with the maintenance and management of a QA Program.
  • Experience leading enterprise-wide assurance programs, including developing strategy, governance, and implementation mechanisms.

Pay Range

$154,950 - $196,476 Annually for the TSS.3 level

$185,850 - $235,692 Annually for the TSS.4 level

This is the lowest to highest salary we in good faith believe we would pay for this role at the time of this posting; pay will not be below any applicable local minimum wage.  An employee’s position within the salary range will be based on several factors including, but not limited to, specific competencies, relevant education, qualifications, certifications, experience, skills, seniority, geographic location, performance, and business or organizational needs.
