KPMG has been appointed as the learning services partner to The Skills Academy - an exciting and innovative approach to skills development for the WA public sector workforce. This one sector approach to learning will deliver a comprehensive suite of courses via a new intuitive and modern technology platform to more than 35,000 staff across 56 participating agencies. 

Developed in partnership with more than 150 subject matter experts from across the WA public sector, 120 courses will be designed specifically for the WA public sector context. Courses will cover a wide range of skills and foundational knowledge required of a modern public sector workforce.

Your opportunity

To identify, define, and document business needs, user requirements, and process improvements for the implementation, enhancement, and ongoing operation of the Learning Managed Service (LMS). The CI Analyst supports the Learning Services to improve delivery of services by streamlining processes and capturing platform requirements and translating them into functional solutions. Please note this is a 12-month fixed term contract. 

Key Responsibilities: 

  • Engage with client stakeholders, facilitators, and end users to identify opportunities for improvement and elicit business and system requirements. 

  • Document current-state and future-state learning service processes (e.g., course delivery, scheduling, enrolment, feedback collection). 

  • Translate business needs into user stories, functional specifications, and use cases for LMS technology and service delivery teams. 

  • Support the technical team with configuration and customisation of the LMS platform based on business needs. 

  • Assist in UAT (User Acceptance Testing) and quality assurance of LMS components. 

  • Identify opportunities for process automation and continuous improvement. 

  • Maintain traceability between business requirements and implemented solutions. 

  • Support reporting and analytics needs (e.g., learning outcomes, participation metrics). 

Key Skills and Experience: 

  • Demonstrated experience identifying, analysing, and implementing process improvements across operational or service environments. 

  • Ability to document current‑state and future‑state processes, including end‑to‑end workflows.  

  • Practical understanding of continuous improvement methodologies such as Lean, process optimisation, or structured CI frameworks.  

  • Experience identifying inefficiencies, gaps, or automation opportunities using data and stakeholder feedback. 

  • Ability to translate business problems into clear requirements, user stories, or functional specifications. 

  • Clear written and verbal communication, particularly documenting processes, recommendations, and outcomes. 

Desirable 

  • Formal exposure to Lean, ITIL, or structured CI frameworks.  

  • Experience working within service management or managed service environments. 

  • Experience supporting change adoption, including training, communications, or stakeholder readiness. 

  • Exposure to internal controls, compliance, or regulated environments, where improvements must be documented and auditable.  

  • Experience maintaining improvement artefacts, documentation, or evidence for governance purposes.
