Job Description

Oversee transportation services for KTX regions:

  • Ensure routing, accountability, and special education process are set in each region  

  • Build standardization on service delivery for the state

  • Design professional development opportunities for Regional Managers of Transportation overseeing each region

  • Lead the development and implementation of policies and procedures, system upgrades, and standards of service expectations across the state

  • Direct and monitor daily operations to assure bus services are performed efficiently and in accordance with appropriate regulations, standard operating procedures, policies, and guidelines

  • Standardize the distribution of bus schedules to schools prior to the start of the school year

  • Facilitates state transportation meetings to address operational issues and builds a rapport of support for school management

  • Leads and plans for regional communication with bus service contract providers and KIPP Texas school teams to facilitate problem resolution in an efficient and effective manner

  • Responds promptly to concerns or emergency notifications from KTX leadership and addresses regions needs

  • Establishes and maintains positive relationships with internal and external stakeholders

  • Supports the provision of recommendations to the Managing Director of Operations for each region during periods of inclement weather regarding schedule changes

  • Oversees and lead for strategic plans to maintain route efficiency 

Lead budget management for transportation service:

  • Manages state transportation budget and ensures the department operates within its limit

  • Meets quarterly with Managing Director of Operations to provide information on operational issues impacting cost

  • Prepares annual requests for proposals (RFPs) to solicit bids from qualified vendors prior to the time of contract expiration 

  • Seeks for innovation and opportunities to implement plans to achieve continuous improvement in transportation with the goal of providing exceptional service

  • Oversees and promotes the use of technology on buses to enhance best practices, thus elevating the bus service experience for KIPPsters

  • Plans for future bus service needs that are aligned to KIPP Texas growth plans

Develops, tracks and reports KPIs and other metrics of performance:

  • Reviews and submits annual reports such as Student Transportation Allocation Reporting System (STARS)

  • Analyze state trends of ridership, rider’s behavior, cost, and route efficiency to elevate the impact of transportation services in student achievement

  • Manages and supports effective operation for each region by guiding and serving as a mentor for each Regional Manager of Transportation

  • Develops quality control procedures to assure bus service contract has functional equipment and complies to contractual service agreement terms

  • Implements random roster quality assessments

  • Prepares weekly and monthly dashboards to summarize service in terms of on-time arrival, ridership, and expense management

  • Innovates and positions transportation service as a unique recruitment resource for all regions by aligning regional recruitment strategies to transportation access and unique customization of service

 Participates in various task force initiatives and performs other duties as assigned by the Managing Director of Operations

Qualifications

  • 5 years of experience managing cross regional pupil transportation services for schools

  • Proven experience managing a multi million dollar budget

  • 7 years of experience managing teams and proven impact collaborating with various departments

  • Routing scheduling software management skills; knowledge of the principles and practices of pupil transportation planning, scheduling, and route development

  • Knowledge of safety standards, laws, codes, rules, regulations, policies, and procedures relating to pupil transportation

  • Skills integrating special education ridership needs 

  • Exceptional project management skills, with an ability to juggle multiple priorities simultaneously 

  • Excellent interpersonal skills and an energetic attitude; ability to work effectively with all levels of the organization and quickly build rapport

  • Meticulous attention to detail with an ability to produce high-quality work in a dynamic environment

  •  Excellent written and verbal communication skills

  •  Passionate about the KIPP Texas mission

  •  Service-oriented, able to adapt to a changing environment while applying flexibility to work under pressure and remaining calm in the midst of competing demands

  • Proficiency in Microsoft Office applications (Word, Excel, PowerPoint, and Outlook) and Google applications (Sheets, Docs, Google Drive), with the ability to quickly learn new technologies (Slack, video conferencing apps, etc) 

  • Bachelor’s degree from an accredited institution; at least five (7) years’ experience in school district transportation operations, with at least one (2) years experience hiring and supervising staff

  • Must have reliable transportation to travel between campuses

  • English fluency is required
