Job Description

College of Social Sciences (CSS) is looking for New Dean:

 Main Purpose and Duties: to provide leadership and management in the academic and operational development of the College by accomplishing the following duties:

  • Develop the College strategy;
  • Implement policies and regulations within the College;
  • Coordinate the assessment and development of academic programs within the College;
  • Prepare and revise, as necessary, academic program plans for the College;
  • Ensure the proper use and allocation of all resources - physical, information, human and financial, including delivery to plan within budget;
  • Contribute fully to the College’s planning and communications processes and lead the development of College plans;
  • Promote and serve as a model for teaching, professional achievement and professional service;
  • Oversee all personnel matters involving academic and non-academic employees including: recruiting, appointment, re-appointment; termination and dismissal; faculty evaluation, promotion and merit; and the preparation and approval(s) of faculty workload plans and long-range professional development plans.
  • Maintain good working relationships with faculty and administration in all academic and non-academic areas;
  • Communicate effectively with various constituencies within the University, surrounding community and State regarding the College;
  • Chair the College Council and uphold and promote the College's mission, vision and values.
  • Assure the quality of academic processes and outputs (research, consultancy, teaching and learning), the maintenance of academic standards, and ensure a fair and appropriate service to students.
  • Maintain effective communication between students, faculty and chairs within the College and with other academic unit personnel;
  • Serve as a liaison with relevant professional associations and state and national regulatory and accrediting agencies;
  • Operate as a senior manager of the Institution at the College level and assist the President’s Cabinet as required
  • Articulate University policy and procedures to members of the College.
  • Insure that College policies and practices are consistent with those of the University;
  • Articulate the budgetary needs of the College and oversee the allocation and expenditure of resources;
  • Coordinate the use of facilities assigned to the College;
  • Oversee the preparation of class schedules and complying with institutional reporting requirements;
  • Maintain student records;
  • Provide a system of advising;
  • Work with Chairs to encourage grant applications by faculty members and prepare proposals for outside funding of special projects;
  • Additional responsibilities as assigned by the Vice President for Academic Affairs or President.
  • This set of responsibilities shall be subject to periodic review.

Key tasks

  • Ensure College compliance with Academic Calendar
  • Hold College Councils at least 4 times a year.
  • Hold monthly meetings with Associate Deans and Chairs
  • Monitor staffing at department and college level
  • Ensure course planning and teaching allocations are made before teaching commences
  • Assess and  prioritize resource needs
  • Monitor all project work within college reporting to as appropriate
  • Monitor and advise on expenditure
  • Oversee supervision of lecturers and memoire/ dissertation supervisors by Chairs of departments
  • Prepare College Strategic Plan with regard to teaching, research and community service after consultation with college faculty.
  • Evaluate faculty and staff training needs
  • Oversee College performance reviews
  • Monitor and advise with regard to health & safety issues
  • Monitor QA and QE systems, processes, procedures & outputs
  • Monitor and guide Student Support mechanisms
  • Ensure timely provision of transcripts and other college documentation as required
  • Ensure that the College is represented on all University Committees, meetings etc.
  • Ensure effective dissemination of decisions reached at all University Committees
  • Perform any other duties as may be assigned by the supervisor.

Qualifications

 Required Qualifications and Experience

  • Minimum qualifications:
  • PhD in a relevant field from a recognized, accredited university
  • 5 years of experience at the college level of the University administration, preferably: at relevant position of Associate Dean or Dean, plus at least 5 years teaching experience;           
  • Prior management experience of faculty and administrative teams;
  • Fluency in English;
  • Ability to work with complicated agenda and demanding deadlines successfully
  • Proficiency with all forms of communication technology

 

The candidate will be ready to address a wide array of issues and will be comfortable with representing the College in a public forum.

 

Specific requirements of MES for accreditation and Attestation purposes and defined by the Ministry of Labor as essential standards for employment: DS/PhD or CSc and a minimum of 5 years of administrative experience at an Educational institute in the area of specialization.

 

Additional KIMEP requirements: Deans would normally hold the minimum rank of Associate Professor with substantial academic experience.

 Preferred experience:

  • International experience including Central Asia and Kazakhstan (helpful)
  • Ability to speak in Kazakh and Russian (very helpful)

Additional Information

Compensation

The salary is competitive and commensurate with experience and qualifications. Compensation after-tax compares favorably with net salaries in western countries. Limited on-campus housing is available to rent. In addition to salary, a benefits package includes basic healthcare, reduced tuition rates for KIMEP courses,  and relocation allowance.

The salary will be subject to deduction of taxes (10%) as required by the Law of Kazakhstan.
