Basic Qualifications: 

* The candidate needs to have at least a Bachelor's degree and 9 years of related IT work experience. 9 years of experience with a high school diploma or college course work may be substituted for a degree. 

* Demonstrable graphic design skills with a strong portfolio 

* Solid experience in creating wireframes, storyboards, user flows, process flows and site maps 

* Proficiency in Photoshop, Illustrator, or other visual design and wire-framing tools 

* Proficiency in HTML, CSS, and JavaScript for rapid prototyping 

* Excellent visual design skills with sensitivity to user-system interaction 

* Ability to solve problems creatively and effectively 

* Up-to-date with the latest Web trends, techniques, and technologies 

* Good team working skills and meticulous attention to detail is a must 

* Understanding of web standards, accessibility, (Section 508), and usability 

* Must be able to obtain a USPS clearance 

* Possess expertise in using Adobe Creative Suite and basic proficiency in HTML5, CSS, and JavaScript 

* 9 years in proven Web Design experience
