Job Summary:
The Program Manager will oversee the delivery of IT Support Services for the Federal Election Commission’s Applications Branch. This role is responsible for managing daily operations, maintenance, and enhancement of mission-critical applications that support campaign finance disclosure, compliance, and legal processes.
The Program Manager will serve as the primary point of contact for the Government and will ensure the successful execution of all contractual requirements, including service delivery, stakeholder coordination, reporting, and compliance with federal standards.
Key Responsibilities:
- Manage overall contract performance for IT support services, including operations, maintenance, updates, upgrades, and security
- Oversee daily operations supporting 200–250 monthly tickets, ensuring prioritization and timely resolution of critical and high-priority issues
- Serve as the primary liaison with Government stakeholders, including the Contracting Officer (CO) and Contracting Officer Representative (COR)
- Lead and coordinate project activities across multiple application systems, including Searchable Legal Systems, Disclosure Suite, and RAD Modules
- Ensure compliance with Service Level Agreements (SLAs), including rapid response and resolution for critical issues
- Manage and oversee database migration efforts from Amazon RDS to Amazon Aurora PostgreSQL
- Facilitate regular meetings, including weekly status meetings and monthly stakeholder briefings
- Ensure delivery of all required documentation, status reports, and performance tracking metrics
- Oversee adherence to Agile SDLC processes, change management (RFC/CAB approvals), and quality assurance standards
- Coordinate knowledge transfer, transition activities, and continuous service improvement efforts
- Ensure compliance with federal security, privacy, and regulatory requirements
Qualifications
- Demonstrated experience managing IT operations and maintenance for mission-critical enterprise applications
- Experience supporting high-volume ticket environments with defined SLAs and performance metrics
- Experience managing projects in cloud environments, in AWS (EC2, RDS, Aurora)
- Strong understanding of software development lifecycle (SDLC), Agile methodologies, and DevSecOps practices
- Experience managing database migration or modernization efforts
- Familiarity with federal government environments, compliance standards, and security requirements
- Strong leadership, communication, and stakeholder management skills
- Experience coordinating cross-functional technical teams and delivering within structured governance frameworks
- Ability to successfully complete background investigations and comply with federal security, privacy, and data protection requirements.
