Job Description
- Job: Product / Program Lead
- Location: Remote (Minnesota Preferred)
- Client: Minnesota Department of IT Services (MNIT) / DCYF
- Position Type: Proposal MNSITE-3696)
The Product / Program Lead will guide the agile design, development, and delivery of the Worker Interface solution that enables integration between legacy eligibility systems and modern digital application platforms. This role will provide strategic product leadership while operating within a hybrid agile delivery framework, ensuring alignment between technical implementation, user experience insights, and long-term modernization goals.
Key Responsibilities:
- Support onboarding, knowledge transfer, and coordination of SMEs and technical experts
- Maintain clear communication with internal teams and client stakeholders regarding staffing plans and changes
- Assist in developing staffing strategies for future implementation phases, including scaling teams as needed
- Ensure compliance with project governance, timelines, and quality expectations
- Define product vision, roadmap, and success metrics for the Worker Interface
- Facilitate agile ceremonies and collaborate with cross-functional teams, including MNIT, program staff, UX teams, and integration vendors
- Prioritize backlog items based on user feedback, policy requirements, and pilot outcomes
- Ensure iterative development incorporates structured user feedback from local agency partners
- Support pilot planning, feature readiness, and incremental rollout strategies
- Translate modernization strategy into executable delivery plans
- Ensure accessibility standards and usability considerations are embedded in product design
- Coordinate with technical teams on integration dependencies, release sequencing, and risk management
- Provide executive-level updates on progress, risks, and future roadmap direction
Qualifications
- 10+ years of experience in product management, program leadership, or digital delivery
- Proven experience leading agile software development initiatives (preferably in public sector or large enterprise environments)
- Experience with system integration, platform implementation, or modernization programs
- Strong ability to operate in hybrid governance environments (agile delivery + program oversight)
- Demonstrated success driving stakeholder alignment across business, UX, and technical teams
- Knowledge of human services or government program environments preferred
- Experience working with pilot programs and phased rollouts
- Bachelor’s degree in Technology, Business, Public Administration, or related field (MBA or equivalent preferred)
