Job Description
- Position: Staffing Manager / Program Resource Manager
- Location: Minnesota
- Client: Minnesota IT Services (MNIT) / Minnesota Department of Administration
Job Summary:
We are seeking a Staffing Manager (Program Resource Manager) to support the SHPO modernization initiative by ensuring optimal allocation, coordination, and performance of project resources throughout the Discovery phase and potential implementation phases.
This role will be responsible for aligning the right skillsets (business analysis, architecture, GIS, data migration, change management) to project needs, managing resource plans, and supporting delivery excellence. The ideal candidate has experience staffing and managing resources for complex government IT modernization programs and understands the nuances of multi-disciplinary teams working across legacy and modern technology stacks.
Key Responsibilities:
- Develop and manage a comprehensive resource plan aligned with Discovery phase deliverables and timelines
- Identify, onboard, and coordinate resources across key functional areas:
- Business Analysis
- Solution Architecture
- Data Migration & Integration
- GIS / ArcGIS expertise
- Change Management & Training
- Work closely with the Project Manager to ensure appropriate resource allocation and utilization across all workstreams
- Monitor resource performance, capacity, and deliverable alignment to ensure high-quality outputs
- Adjust staffing plans dynamically based on project needs, risks, and evolving scope
- Ensure availability of specialized skillsets required for:
- MnSHIP and OSA Portal integration
- Legacy system (Access/Excel) retirement
- Azure-based architecture and development
- Support onboarding, knowledge transfer, and coordination of SMEs and technical experts
- Maintain clear communication with internal teams and client stakeholders regarding staffing plans and changes
- Assist in developing staffing strategies for future implementation phases, including scaling teams as needed
- Ensure compliance with project governance, timelines, and quality expectations
Qualifications
- 8+ years of experience in resource management, staffing, or program coordination within IT services or consulting environments
- Proven experience supporting large-scale system modernization or digital transformation programs
- Experience working with government or public sector clients preferred
- Strong understanding of roles and skillsets required for:
- Business analysis and requirements gathering
- Solution architecture and system design
- Data migration and system integration
- GIS/ArcGIS environments
- Cloud platforms (Azure preferred)
- Experience managing cross-functional, distributed teams across multiple workstreams
- Ability to align staffing plans with project timelines, deliverables, and budget constraints
- Strong organizational, communication, and stakeholder coordination skills
- Experience supporting projects involving legacy system transformation (Access, Excel, SharePoint)
- Familiarity with project management methodologies (Agile, Waterfall, Hybrid)
- Ability to operate in fast-paced, evolving environments with shifting priorities
