Job Description

Position: Project Manager

Location: Minnesota

Client: Minnesota IT Services (MNIT) / Minnesota Department of Administration

Job Summary:

We are seeking an experienced Project Manager to lead the Discovery phase of a large-scale modernization initiative for the Minnesota State Historic Preservation Office (SHPO). This role will oversee planning, coordination, and delivery of all Discovery phase activities, including business analysis, requirements gathering, solution design, and roadmap development.

The ideal candidate brings deep experience managing complex government IT modernization programs involving legacy system replacement, data migration, GIS integrations (ArcGIS), and cloud-based architectures. This individual will serve as the primary interface with MNIT and SHPO leadership and will play a critical role in shaping the future implementation phases.

Key Responsibilities:

  • Lead end-to-end delivery of the Discovery phase, ensuring all deliverables are completed on time, within scope, and aligned with State expectations
  • Manage project governance, including scheduling, status reporting (weekly/monthly), risk tracking, and stakeholder communications
  • Coordinate cross-functional teams (business analysts, architects, SMEs) to deliver requirements, workflows, and solution design artifacts
  • Facilitate stakeholder workshops and executive-level discussions with SHPO and MNIT leadership
  • Oversee development of key deliverables:
  • Business, functional, and technical requirements documentation
  • Solution architecture and implementation roadmap
  • Risk management plan
  • Change management strategy
  • Project plan, WBS, and Gantt chart
  • Implementation Statements of Work (SOWs)
  • Ensure alignment with State security and accessibility standards
  • Manage risks related to data migration, system integration, and stakeholder adoption
  • Drive coordination across systems, including MnSHIP, OSA Portal, ArcGIS, and legacy platforms (Access, Excel, SharePoint)
  • Support planning for User Acceptance Testing (UAT), training, and transition to implementation phases
  • Act as a trusted advisor to the client, providing strategic recommendations on modernization approach (COTS vs custom vs hybrid)

Qualifications

  • 10+ years of experience in IT Project Management, with at least 5+ years leading large-scale system modernization initiatives (>$1M)
  • Proven experience delivering projects in government or regulated environments (state/federal preferred)
  • Strong experience with legacy system replacement, data migration, and enterprise system integration
  • Hands-on experience managing projects involving:
  •  Demonstrated expertise in:
  • Risk management and mitigation planning
  • Change management and stakeholder engagement
  • Agile and/or hybrid project delivery methodologies
  • Experience leading Discovery/Assessment phases and translating findings into actionable roadmaps and implementation plans
  • Strong communication and executive presentation skills, with experience interfacing with senior stakeholders
  • PMP, PRINCE2, or equivalent certification preferred
