Job Description
The Technical Lead will serve as the primary architect and technical analyst for assessing the current 52-application School Finance system portfolio. This role leads the technical evaluation of legacy applications, integrations, data flows, security posture, and system risks—and develops modernization options and recommendations as required by the STAMPS project.
This role requires deep technical expertise in enterprise architectures, system modernization patterns, integration frameworks, and application lifecycle evaluation. The Technical Lead will also produce technical artifacts for MDE’s modernization roadmap and benchmarking analysis.
Key Responsibilities:
- Lead the technical assessment of all 52 applications, including:
- architecture reviews
- technology stack evaluation
- end-of-life (EOL) identification
- security and supportability risk scoring
- technical debt analysis
- performance & scalability considerations
- Develop and maintain the application health and risk matrix.
- Analyze system interdependencies, upstream/downstream integrations, and data exchanges.
- Create architecture diagrams that visually represent portfolio complexity and integration points.
- Identify consolidation or simplification opportunities to reduce MNIT operational load
- Develop replatform, replace, consolidate, or retire options for each application.
- Provide technical recommendations aligned with modernization goals, including security, maintainability, and cost.
- Evaluate feasibility considerations such as cloud readiness, API opportunities, and modernization blockers.
- Analyze peer-state education agencies’ modernization strategies (platforms, architectures, governance).
- Identify 3–5 modernization patterns or technology platforms relevant to MDE.
- Contribute to the phased modernization roadmap (timelines, prerequisites, dependencies, and rough order of magnitude estimates).
- Develop technical KPIs and modernization success metrics.
- Validate all technical content in final reports and executive summaries.
Qualifications
- 7+ years in enterprise application architecture, modernization strategy, or legacy system transformation.
- Strong understanding of application lifecycle management and modernization methods (modularization, microservices, cloud migration, COTS evaluations, etc.).
- Experience assessing large portfolios of interconnected applications.
- Familiarity with technologies commonly found in state financial systems, such as:
- .NET (including legacy COBOL-translated .NET code)
- SQL Server or similar RDBMS
- batch processing system
- ETL pipeline
- API and integration frameworks
- authentication/authorization framework
- Proven ability to produce architecture diagrams, system maps, and risk/health scoring models.
- Ability to translate technical findings into clear modernization recommendations.
- Experience collaborating with business SMEs, developers, security teams, and infrastructure teams.
- Strong documentation, modeling, and visual communication skills.
