Job Description

Integres is seeking a Transformation Project Manager to lead enterprise-wide modernization and innovation initiatives. This position will play a key role in advancing Minnesota’s statewide IT transformation agenda by driving alignment across programs, managing complex portfolios, and ensuring that modernization efforts deliver measurable value.

 

Program & Portfolio Management

  • Define program objectives, key results, and success measures aligned with MNIT’s strategic priorities.

  • Develop and maintain program and portfolio roadmaps, ensuring clarity on scope, schedule, and budget.

  • Conduct portfolio reviews to assess project health, performance, and outcomes.

  • Manage and oversee the Technology Modernization Fund and AI program portfolios.

  • Provide governance and oversight to ensure alignment with enterprise modernization goals.

  • Develop and maintain reporting dashboards and analytics to support executive decision-making.

Strategic Planning & Playbook Implementation

  • Align modernization initiatives with MNIT’s enterprise strategy and statewide technology roadmap.

  • Implement modernization playbooks, frameworks, and best practices across divisions.

  • Develop new programs to drive innovation and operational efficiency.

  • Coordinate transformation activities across MNIT divisions and partner agencies.

Stakeholder Communication & Engagement

  • Develop and execute communication strategies to foster collaboration and transparency.

  • Engage with executive leadership, agency partners, and technical teams to ensure strategic alignment.

  • Deliver executive-level reports, briefings, and presentations.

  • Manage cross-agency communications to promote visibility and shared accountability.

Governance, Risk & Change Management

  • Identify and mitigate risks impacting program and portfolio success.

  • Support change management initiatives to enable adoption of modernization solutions.

  • Ensure compliance with governance frameworks, funding guidelines, and reporting standards.

  • Evaluate program effectiveness and recommend continuous improvement strategies.

  • Provide documentation and knowledge transfer to ensure sustainability beyond project completion.

Qualifications

  • Demonstrated experience leading technology modernization, AI, or digital transformation programs.

  • Proven success managing large-scale, cross-functional, and high-impact initiatives.

  • Strong leadership and influencing skills to align diverse teams and stakeholders.

  • Expertise in program and portfolio management, including frameworks, budgeting, and risk mitigation.

  • Excellent communication and stakeholder engagement skills.

  • Proficiency in performance measurement (KPI/OKR development, tracking, and reporting).

  • Experience applying Agile, hybrid, or traditional project management methodologies.

  • Familiarity with state government operations, governance processes, and decision-making structures.

  • Commitment to equity, transparency, and accountability in program delivery.

  • Ability to coordinate efforts across multiple agencies to achieve enterprise outcomes.

     

  • Project Management Professional (PMP), Program Management Professional (PgMP), or Agile certification (PMI-ACP, CSM) preferred.

  • Experience managing enterprise technology portfolios or modernization funds within the public sector.

  • Strong understanding of organizational change management and IT strategy implementation.
