Data Governance Manager

Job Description

The Data Governance and Compliance Manager will support the development and implementation of an enterprise data governance framework to improve decision-making, operational efficiency, and public service delivery. This role will help eliminate data silos, build governance policies, establish KPIs, and support analytics initiatives across departments.

Key Responsibilities

Framework Development

  • Build and operationalize an enterprise data governance framework.

  • Define cross-department stewardship roles (RACI).

  • Establish standards for data collection, classification, access, retention, and quality.

  • Create a city-wide data taxonomy and governance structure.

Regulatory & Compliance

  • Align practices with HIPAA, GDPR, CCPA, CJIS, and local privacy regulations.

  • Lead audit preparation and documentation.

  • Conduct risk assessments and recommend mitigation strategies.

Data Quality & Lifecycle Management

  • Build data lineage and inventory across systems.

  • Implement cleansing, validation, and reconciliation processes.

  • Establish archival and disposal protocols.

Training & Capacity Building

  • Develop training programs and materials.

  • Conduct workshops to promote internal data governance awareness.

Cross-Department Collaboration

  • Serve as a liaison for policy alignment and governance integration.

  • Ensure governance policies align with procurement and tech deployment.

Deliverables & Timeline Snapshot

  • Governance Framework & Committee: Within 90 days

  • Data Stewardship Roles Matrix: Within 60 days of framework

  • Compliance Risk Assessment: Semi-annual

  • Data Policy & Standards Manual: Within 120 days

  • Training Program & First Session: Within 6 months, then ongoing

  • Quarterly Governance Reports: Every 3 months

  • Incident Response Protocol: Within 150 days

  • Audit Documentation: As required

  • Weekly & Monthly Reporting: Ongoing

Qualifications

Minimum Qualifications

  • Bachelor’s degree (Master’s preferred) or equivalent experience.

  • 7+ years in data governance, compliance, or information management.

  • Strong knowledge of privacy laws (HIPAA, GDPR, CCPA, etc.).

  • Experience with data management in government or large enterprises.

  • Certifications such as CIPP, CIPM, or CDMP preferred.
