Group General Counsel Office

Inmarsat’s Group General Counsel Office (GGCO) office comprises five key functions – Group Legal, Corporate Strategy, Government Affairs, Regulatory Policy and Market Access.  Details of each of these key functions are set out separately below, but effective collaboration between them is essential for the business. 

The Group Legal function provides legal advice on all aspects of Inmarsat's business and corporate affairs.

Corporate Strategy is responsible for group-wide global strategy and business development initiatives. By evaluating market and competitor intelligence, mergers and acquisitions, and joint venture opportunities, the team support decision-making. They lead on long term development projects with material impact across the business, as well as offering support for key BU-specific related projects.

The Government Engagement function provides a government access and influence capability targeting both the UK, as Inmarsat’s host nation, as well as priority geographies internationally, allied to short and long term commercial ambitions.  It works closely with and through other government facing areas of the business.

Regulatory Policy functions include creating national and global regulatory frameworks and environments that protect our spectrum and allow for the operation of our current/future technologies  and services, while fostering Inmarsat’s recognition as a global thought and technology leader.

The Market Access functions include the necessary actions to obtain authorisations, licences and approvals for the global deployment of Inmarsat services. 

Job Description

Primary role purpose:

The Inmarsat Market Access (MA) team is responsible for multiband (L, XL, C, S, Ku, Ka, Q/V) market access, licensing and regulatory support for Inmarsat systems, services and applications.

The Director, Regulatory and Market Access carries out the key function of representing Inmarsat with the African regulators and government authorities with the objective of securing market access for new services/satellites and maintaining it for existing ones. The role also provides strategic, technical and regulatory support to the different company Business Units (BUs) and Offices as well to legal cases involving licensing processes in Africa. The Director engages at a high level and on a regular basis with National Regulatory Authorities (NRAs), sets out the strategy for market access at the regional and local levels and executes the strategy to deliver company and market access objectives in Africa. This includes preparation of all documentation in support of different licence application processes and leads increasingly complex negotiations in order to secure multiband authorisations, either directly or through the Company’s channel of global distributors and in-country or regional service providers.

This Director works under the guidance of the chief of GGC Market Access Department (GCC-MA), is responsible for the management of the staff team reporting direct to him/her, works cooperatively with the other BUs and Offices, GGC and its Departments and the whole of the GCC-MA Department.

Key Responsibilities:

  • The Director, Regulatory and Market Access will fulfill the following roles and responsibilities:
  • Act as the main Inmarsat interface with the government and regulatory authorities on market access matters in Africa, promoting Inmarsat interests and image in the continent
  • Act as an integral member of the GGC-MA Department responsible for the Inmarsat multiband market access in his/her assigned region for Inmarsat’s growing business, including in-flight, maritime and land connectivity portfolio of applications
  • Take the necessary actions on a timely basis for the acquisition and maintenance of the necessary licenses and authorisations related to Inmarsat satellites, earth stations, spectrum bands and services, and for the reduction of corresponding fees and costs
  • Liaise effectively and foster cooperation, alignment and best working practices with all relevant departments and teams from BUs and Offices on spectrum coordination, engineering, commercial, accounts payable, finance, contract/procurement and Inmarsat regional offices
  • Provide support to Inmarsat Value Added Resellers (VARs), Distribution Partners (DPs), and Service Providers (SPs) on regulatory matters related to their actions to obtain licenses and authorisations in a given country within the region of his/her responsibility

Dimensions

  • Represent Inmarsat in regional and international events to promote Inmarsat business and market access objectives
  • Shape regulatory frameworks in Africa to align with business priorities established at the corporate level and BUs with full adherence to the budget and schedule
  • Participate actively in Inmarsat team work related to the preparation of regional and international conferences and meetings on regulatory issues, including satellite orbit and spectrum management, ICT regulations
  • Exercise monitoring and control of the part of the Department budget assigned to his/her activities
  • Manage his/her assigned staff team

Qualifications

Essential Knowledge and Skills:

  • Post-graduate level in a domain related to telecommunications, law or political science, or equivalent
  • Very good familiarity with the satellite communication landscape and industry
  • Attested work experience in an international environment
  • Good practical knowledge of the ITU Radio Regulations and regulatory/licensing issues in the telecommunication/satellite communication industry sector in Africa
  • Experience in dealing with and established familiarity with National Regulatory Authorities in Africa
  • Excellent presentation, interpersonal and communication skills, with diplomacy and cultural awareness
  • Good negotiation skills
  • Ability to manage people and tasks
  • Ability and adaptability to deal with multidisciplinary tasks (legal, commercial and technical information)
  • Availability to travel, including at short notice
  • Fluency in written and spoken English (preferably with French)
  • Computer-literacy (Office tools)
