Job Description
The Recruitment Associate provides day to day assistance to the division in coordinating and administering transactional recruitment related activities for the Indiana State Personnel Department and its centralized state agencies.
Responsibilities: Serve as the primary point of contact for questions related to employment within Indiana State Government, including but not limited to webmail inquires, telephone/voicemail inquiries, social networking inquiries, and walk-ins;
Online screening and evaluation of applications to ensure that preferred experience is met and application is complete;
Education and training of external candidates on employment programs, purposes, and policies within SPD; as well as providing various outreach activities to candidates with employment barriers;
Serve as a technical consultant answering questions related to PeopleSoft Talent Acquisition Manager;
Coordinate offers for centralized agencies, by working exclusively with their assigned recruitment consultant and hiring team;
Coordinate and assist with telephone interviews, interview panels, and recommend placement of a diverse pool of candidates for all levels of staff from both internal and external sources;
Coordinate and conduct background and reference verifications;
Serve as a primary point of contact for PeopleSoft testing issues and changes;
Coordinate job fairs, community events and professional invitations for attendance by Talent Acquisition Division staff members;
Serve as main contact for enhancing, monitoring, and increasing traffic to various Web 2.0 sources.
Document and streamline recruitment sourcing options for increased efficiency and effectiveness of a sourcing strategy aimed to generate a robust candidate pipeline through: Web 2.0, internet mining, job boards and no fee sources and monitor as well as analyze effectiveness of key sourcing tools while providing reports on sourcing activity and results;
Make recommendations to senior level staff concerning targeted professional groups and networking groups, Internet mining, mining databases and job boards, and development of relationships with associations;
Assist with the coordination of the Governor’s Public Service Summer Internship, Assist with the SPD HR internship program, and Indiana Black Expo;
Performs other related duties as assigned.
Qualifications
Two (2) years work experience in human resources support including: compensation; benefits; employee relations; employment law; affirmative action; recruiting; human resource development; or accredited college training in a related field.
Knowledge of Federal and State employement laws and regulations;
Knowledge of State Personnel policies and procedures;
PeopleSoft knowledge and ability to process applicants through the PeopleSoft Talent Acquisition Manager module;
Strong customer service skills;
Ability to become proficient in the use of sourcing tools and techniques;
Excellent written and verbal communication skills.
