Job Description
On August 16, 2022, the Inflation Reduction Act of 2022 (Public Law No. 117-169) was enacted. Title III, Section 30002 (Improving Energy Efficiency or Water Efficiency or Climate Resilience of Affordable Housing) was made available to fund projects that improve energy or water efficiency, enhance indoor air quality or sustainability, implement the use of zero-emission electricity generation, low-emission building materials or processes, energy storage, or building electrification strategies, or address climate resiliency of an eligible property. This particular program is meant to accomplish the following objectives - support services to assist with the implementation of the Green and Resilient Retrofit Program (GRRP), a grant and loan program funded from the Inflation Reduction Act that will provide financing to HUD-assisted multifamily building owners to improve their properties' utility efficiency, indoor air quality, and resilience to climate hazards. The ISN Assistant Project Manager will be responsible for performing duties support of the Program Manager in managing resources and performance on specified tasks addressed at the Blanket Purchase Agreement (BPA) Call Order level. Task areas include: Project Management Support; Development of the Scope of Work; Owner Commissioned Property Reports and Assessments Desk Review; Initial Property Desk Review; Owner and Resident Engagement and Planning; GRRP Property Assessments; Environmental Site Assessment Reports; Remediation Response Planning; Development of the Transaction Plan; GRRP Transaction Closing Support; And Rehab Escrow Account Administration Support.
Qualifications
PMP Certification preferred.
Must pass ISN pre-employment screening, undergo government suitability investigation, and be approved by customer for performance on contract.
Experience:
+5 years of contract management experience including full lifecycle management Experience with Multi-family properties under the United States Department of Housing and Urban Development (HUD) or in high compliance environment preferred. Compliance and audit project background. Commercial loan processing or previous experience working on a BPA is a plus.
Education:
Bachelors in Business Administration or management designation
