Job Description

Seeking three (3) Lead Administrative Litigation Support Specialists in the Arlington, VA area to provide administrative and litigation support services to the Defense Office of Hearings and Appeals (DOHA), a component of the Defense Legal Services Agency (DLSA). Candidates provide hearings and issues decisions in personnel security clearance cases for Department of Defense (DoD) Civilian and Military personnel as well as contractor personnel doing classified work for all DoD components and 31 other Federal Agencies and Departments; conducts personal appearances and issues recommended decisions in security clearance cases for DoD civilian employees and military personnel; settles claims for uniformed service pay and allowances, claims of transportation carriers for amounts deducted from them for loss or damage, and waiver requests by civilian employees and military personnel; conducts hearings and issues decisions in cases involving claims for DoD School Activity benefits, TRICARE payment by the Defense Health Agency (DHA) for medical services; and functions as a central clearing house for DoD alternative dispute resolution activities and a source of third party neutrals for such activities. Under DoD Instruction 5200.46, DOHA also provides the administrative hearing process for uncleared contractor CAC eligibility consistent with Homeland Security Presidential Directive 12 (HSPD-12).

Candidates must have the following experience - • General administrative litigation support skills and/or program analyst skills; • Knowledge, training and experience relating to the personnel security administrative litigation process under DoD Directive 5220.6 and other applicable security clearance regulations and the safeguarding and handling for PII and other highly sensitive information; • Experience and proficiency in using the Defense Information System for Security (DISS), and other personnel security related databases; Case Adjudication Tracking System (CATS); the Defense Central Index of Investigations Database (DCII); the DOHA Case Tracking System; and the Defense Travel System (DTS), and the Defense Civilian Pay System (DCPS). • Proficiency in using computers, Microsoft Office Suite and Adobe Acrobat Professional, and the knowledge, structure, and content of the English language including the meaning and spelling of words, rules of composition, and grammar; and outstanding written and oral communication skills; • Ability to anticipate and meet the needs of a DOHA Division independent of Government supervision; • Ability to apply fundamental concepts, processes, practices, and procedures on technical assignments; • Production of consistently error-free work; • Capable of providing skilled and specialized support to senior government officials such as trial attorneys, Administrative Judges, and other senior government officials; • Ability to make routine, non-inherently-governmental, autonomous decisions daily; • Knowledge and proficiency in the Privacy Act and the rules governing the release of official government information to the general public; • Clear understanding of their position's contribution to the overall mission of DOHA; • Clear understanding of general security administration and the capacity to read, understand, and comply with regulations and directives. •Conducting client engagements with full responsibility for the work performed, project management, quality control review and final review and approval of the work product, and weekly/monthly status reporting; • Exceptional oral and written communication skills, especially with Federal Government contract staff • Experience with Government contracts and the ability to multi-task; • Implement quality control measures.

Qualifications

• Bachelor's Degree; may substitute 7 years of relevant experience with an associates degree or 9 years of relevant experience with no degree; • Minimum of 5 years of relevant experience in providing administrative litigation support services; relevant experience is defined as directly working with personnel security administrative litigation process under DoD Directive 5220.6 and other applicable security clearance regulations; • Current Top Secret Clearance, must pass ISN pre-employment screening, and be approved by customer for performance on contract
