Job Description
ISN Corporation, a federal government contractor located in Bethesda, MD, is looking for an experienced, Head Start Review Specialist who will be part of a Review team, working to support the Head Start Monitoring Project. As part of the Review team, the Head Start Review Specialist must possess strong analysis skills and have a vast understanding of the Head Start Program. In addition, qualified applicants will have strong communication and descriptive writing skills. Applicants should have experience with collecting and analyzing data. The Head Start Review Specialists is responsible for conducting the above Review activities and uploading report findings. The Review Specialist should be comfortable summarizing data from different sources. Reviews will not take place in the same location where the Review Specialist lives and therefor the Reviewer will be required to travel.
The Primary Responsibilities of the Head Start Review Specialist include, but are not limited to:
Prepare for all reviews
Participate as a member of a Review Team, working together to complete Monitoring Reviews using interview skills
Encompass a deep knowledge of the Head Start Program, to include processes, protocols, reporting and database systems
Review Head Start Programs using Head Start Program Performance Standards and Uniform Guidance Requirements
Gather, research and assess information from different sources such as families, direct service staff, the director, managers, the governing body, and the policy council
Evaluate and document program performance using evidence and data collected and interviews completed with many different sources
Determine if programs are meeting the requirements of the Head Start Program Performance Standards (HSPPS), Uniform Guidance, and the Head Start Act.
Visit classrooms, discuss service delivery, and explore fiscal management.
Measure, monitor, observe and report findings, including corrective actions
Ensure and assess program compliance against set standards and requirements
Stay informed with current changes affecting federal rules, regulations and guidelines regarding Head Start and Early Head Start programs.
Qualifications
Bachelor’s degree in a related field
3+ years’ experience organizing various initiatives, managing projects and coordinating project activities using a team approach.
Knowledge and experience working in program administration
Excellent written and verbal communication skills to include writing Reports
Head Start experience preferred.
