Job Description

Reporting to the Director, Federal Government Sales, the position of Government Capture Manager, Federal Government is responsible for identifying the resources needed to pursue a business opportunity; overseeing bid strategies, pricing, teaming, and proposal strategies; and managing the transition from business opportunity to proposal development to award.  Developing capture strategies and managing timelines to meet and exceed monthly, quarterly and yearly sales targets. The Government Capture Manager will manage activities from identification to award that will enable the growth of sales across the public sector.

 

Duties and Responsibilities:

·         Refine and progress the capture plan:

o   Analysis of company capabilities to customer requirements.

o   Strategy development including potential team member selection and roles.

o   Plan scheduled execution with appropriate milestones, monitor and report to management as required.

·         Develop the Bid Strategy:

o   Communicate with team so they understand how to compile a winning / competitive proposal.

o   Assist or lead development of an Executive Summary draft to support proposal.

o   Attend Business Development meetings (kickoff, status, approval etc.).

o   Support proposal reviews.

o   Support lessons learned and inject customer feedback.

o   “Champion” the opportunity to ensure that the opportunity is getting the proper attention and priority.

·         Lead the team through the opportunity as a key point of contact communicating customer key requirements, customer sensitivities and potential risks.

·         Identify the resources needed to pursue a business opportunity; oversee bid strategies, teaming, and proposal strategies; and manage the transition from business opportunity to proposal development to award.

·         Lead the creation, management and distribution of targeted in-depth information and analysis of assigned opportunities.

·         Develop, in cooperation with the team, proposal themes and messages.

·         Identify relevant and qualified team members and/or subcontractors; coordinating development and execution of teaming/subcontract agreements.

·         Assist in setting proposal pricing based on scope, duration, and skills required.

·         Serve as the customer advocate during reviews to bring the voice of the customer into planning and strategy sessions.

·         Collaborate strategies with the Proposal Manager.

Qualifications

·         Bachelor’s degree.

·         Experience with the US federal buying and procurement processes including as Program Manager of Government contracts.

·         Excellent interpersonal skills with the ability to build and maintain long-term partner and customer relationships.

·         Excellent written and verbal communication skills.

·         Demonstrated analytical, reasoning, planning and problem-solving abilities.

·         A high level of self-motivation.

·         Excellent time-management, organizational and record-keeping skills.

·         Energy, enthusiasm and a team-focused mentality with proven abilities to work collaboratively and think strategically.

·         Demonstrated proficiency with Microsoft Office Products to include Word, Excel, PowerPoint.

·         Demonstrated skills in communicating technical information to non-technical and technical customers.

·         Strong interpersonal relationship skills.

·         Strong presentation, oral and written communications skills.

·         3 years of successful capture  experience, demonstrating ability to win new business opportunities.

·         Demonstrated proficiency with Microsoft Office Products to include Word, Excel, PowerPoint.

·         Demonstrated skills in communicating technical information to non-technical and technical customers, as well as how core technologies translate into customers’ critical capabilities.
