We are currently looking for a Lead onshore Safety & Environment engineer to support a major Oil & Gas project, with an initial assignment in Beijing, China, followed by a relocation to Baku, Azerbaijan.
Description du poste
- Lead the Safety & Environment engineering discipline throughout the project lifecycle.
- Ensure the development and delivery of a robust, coherent and traceable Safety & Environment engineering design.
- Ensure that the design is fit for purpose and suitable for procurement, fabrication, transportation, installation, commissioning and safe operation.
- Ensure compliance with the Project Basis of Design, Scope of Requirements, project specifications, applicable standards and regulations.
- Review and validate Safety & Environment studies prepared by contractors and third-party consultants.
- Identify major hazards and ensure that risks are adequately assessed and reduced to ALARP.
- Review and provide technical input to studies including, but not limited to:
- Fire and Explosion Risk Analysis
- Formal Safety Assessments
- Safety Critical Elements and Performance Standards
- Escape, Evacuation and Rescue Analysis
- Gas Dispersion Studies
- Radiation Studies
- Explosion Overpressure Studies
- Hazardous Area Classification
- Fire & Gas systems and Cause & Effect
- Safety philosophies and concepts
- Blast and layout studies
Engineering Coordination
- Coordinate Safety & Environment engineering activities with all relevant engineering disciplines.
- Ensure effective integration of Safety requirements into the overall project design.
- Participate in HAZID, HAZOP, SIL, constructability reviews, model reviews and other technical workshops.
- Identify technical risks, execution risks, deviations and scope changes within the Safety & Environment discipline.
- Perform technical impact assessments and provide clear recommendations to project management.
- Participate in engineering coordination meetings and technical meetings with contractors.
- Provide technical clarification and formal responses to contractor and vendor queries.
- Contribute to engineering progress reporting, highlighting discipline status, key risks, technical issues and mitigation actions.
- Identify opportunities for design optimization, value engineering and cost savings while maintaining technical integrity and compliance.
Contractor & Vendor Management
- Provide technical leadership and guidance to Safety & Environment engineers and contractors.
- Ensure the availability, competency and performance of the Safety & Environment team.
- Manage and monitor Safety & Environment activities performed by contractors and third-party consultants.
- Review contractor engineering documentation and deliverables.
- Support Technical Bid Evaluations and procurement activities.
- Participate in vendor document reviews and vendor/manufacturing site visits.
- Review and assess technical modifications and non-conformance reports.
- Ensure contractor deliverables are completed in accordance with project requirements, schedule and quality expectations.
Construction, Commissioning & Site Support
- Provide Safety Engineering support during fabrication, construction, installation, hook-up, commissioning and start-up.
- Review and approve work packs and method statements.
- Review red-line drawings and as-built documentation.
- Participate in site safety reviews, inspections, site walks and constructability workshops.
- Ensure that the Safety Engineering design intent is properly implemented in the field.
- Support the resolution of technical queries and non-conformities during construction and installation.
- Support commissioning activities and ensure the timely incorporation of site feedback and as-built information.
- Review and validate final Safety documentation and project dossiers.
Project & Risk Management
- Ensure Safety & Environment engineering activities are planned and controlled in accordance with the Project Execution Plan.
- Identify and assess technical and execution risks at an early stage.
- Support project change management processes where required.
- Ensure compliance with contractual requirements, approved project scope and applicable standards.
- Promote lessons learned and ensure relevant experience from previous projects is incorporated into the design.
- Contribute to achieving project objectives in terms of safety, quality, schedule and cost.
Qualifications
- Engineering degree or Master of Science in an appropriate engineering discipline.
- 15+ years of professional experience in Oil & Gas projects.
- 10+ years of experience in a similar Lead Safety / Safety Engineering position, preferably with managerial or technical leadership responsibilities.
- Strong experience in onshore Oil & Gas projects.
- Proven experience managing contractors and external engineering consultants.
- Strong experience in Safety Engineering and HSE-related activities.
- Experience throughout the project lifecycle, including engineering, construction, commissioning and start-up.
- Previous experience in managing and reviewing Safety & Environment studies.
