Company Description
The MARSA LNG Bunkering Project aims to establish a regional LNG bunkering hub supplying LNG as a marine fuel. The project is part of the company’s energy transition strategy and will be supplied by equity gas from the Greater Barik field (Block 10).
The role of Head of Technical Training is critical in preparing operational teams for safe, compliant, and efficient LNG production and bunkering operations during project execution and early operations in Muscat, Oman.
Job Description
- Conduct Technical Training Needs Analysis (TNA) and competency gap assessments
- Design, develop, and maintain technical training programs, syllabi, and course materials
- Implement competency-based training frameworks for engineers, technicians, and operators
- Develop and deliver OJT (On-the-Job Training) systems and apprenticeship programs
- Ensure compliance with LNG regulations, industry standards, and HSE requirements
- Establish training KPIs, metrics, and performance monitoring systems
- Manage training records, assessments, and certification tracking systems
- Oversee training budgets, resource planning, and roster scheduling
- Liaise with regulatory bodies for course approvals and compliance
- Coordinate external training providers, vendors, and certification bodies
- Lead coaching, mentoring, and succession planning programs
- Support development of HSE training matrices and promote safety culture
- Manage training contracts from tendering through execution and lifecycle
Qualifications
- Bachelor’s or Master’s degree in Engineering (mandatory for immigration)
- 10–12+ years of experience in LNG or oil & gas operations
- Minimum 5 years’ experience in technical training and competency development
- OPITO Certified Assessor (required)
- Train-the-Trainer (TOT) certification (required)
- Strong experience in competency frameworks, technical assessments, and gap analysis
- Proven ability in designing and delivering technical/OJT training programs
- Knowledge of LNG regulations, HSE standards, and industry best practices
- Experience managing training systems, KPIs, and reporting frameworks
- Strong leadership, coaching, and cross-functional collaboration skills
- Excellent English communication (written and spoken)
- Experience working with contractors, vendors, and regulatory stakeholders
