Job Description

The selected consultant will work closely with the designated I.T. supervisor, project managers and other developers in an agile development environment. The work scope of the consultant will include requirements gathering, application design, application development, testing, deployment and technical support.

This Scope of Work (SOW) is for the consulting services required to extend the capability of the Client staff by modifying Pacbase systems as needed. The Pacbase tool will generate COBOL for the Fujitsu Compiler for execution in a Windows Server environment. One such project is the modification of the Driver License System to be in compliance with federal requirements when exchanging information with other states.  

The major tasks of the Consultant will include:

-Write and modify Pacbase code.  

-Perform unit and system testing. 

-Write documentation per instruction.

-Support user acceptance testing. 

-Assist the business area in updating data conditions.

-Plan and execute data migration (including data mapping, migration and validation work).

-Plan and execute the implementation of the systems.

-Perform post-implementation support.

-Assist in the resolution of all anomalies in processing.

-Write and run scans to assist in problem identification in the data of the Systems.

Qualifications

-A minimum of eight (8) years of verifiable Information Technology (IT) programmer experience.

-A minimum of five (5) years of verifiable experience using Structured Query Language (SQL).

-A minimum of two (2) years of verifiable experience utilizing Pacbase for relational systems on a Unisys OS/2200 or IBM mainframe system (preference will be given to candidates with Unisys OS/2200 experience).

-A minimum of eighteen (18) months of experience utilizing Pacbase within the past three (3) years.

-A minimum of three (3) years of verifiable experience working directly with end-users to define requirements and provide technical advice and assistance in a large-scale environment.

-Strong communication/ leadership skills. 

-Strong influence, collaboration and negotiation experience. 

-Ability to collaborate with supporting resources across business and/or functional lines. 

-Have excellent oral and written skills/possess strong meeting and work session facilitation skills. 

-Have the ability to work independently and as part of a team, the ability to manage time and resources to meet assigned deadlines. 

-Have strong understanding of prioritization stemming from the elicitation of system and/or user requirements. 

-Have excellent organizational skills, proven analytical, planning, problem solving, and decision-making skills. 

-Must be knowledgeable in the English language/speak clearly and understandably use the English language.
