Job description:
The Comptroller is responsible for assisting the Chief Financial Officer in managing the financial operations of the Housing Authority of Shreveport and Bossier City. This position oversees accounting systems, financial reporting, budgeting, and compliance with HUD and governmental regulations. The role requires strong analytical skills, attention to detail, and the ability to supervise finance staff.
Responsibilities:
- Maintains accounting controls over general ledger, journals, and financial records.
- Oversees monthly closing processes and reconciliation of accounts.
- Prepares financial statements, board reports, and HUD-required reports.
- Assists with year-end audits and prepares audit documentation.
- Oversees compliance with payroll, accounts payable, and receivable functions.
- Oversee daily financial operations and accounting systems.
- Assists in budget preparation and financial forecasting.
- Monitors financial activity for compliance and audit readiness.
- Prepares and submits HUD financial data through required systems.
- Oversees payroll processing and tax reporting (e.g., 1099s).
- Maintains financial records and ensures data accuracy.
- Assists the CFO in financial planning and strategic initiatives.
- Performs internal audits and reviews of financial procedures.
- Performs other related duties as assigned.
REQUIRED KNOWLEDGE AND ABILITIES:
- Knowledge of public housing authority operations and HUD regulations
- Strong understanding of accounting principles and financial reporting
- Ability to supervise and train finance staff
- Proficiency in accounting software and financial systems
- Ability to interpret financial data and prepare reports
- Strong organizational and analytical skills
Qualifications
- Bachelor’s degree in Accounting, Finance, or related field
- Minimum three (3) years of accounting experience
- Public housing or governmental accounting experience preferred
- Equivalent combination of education and experience may be considered
- Valid Driver’s License
