Job Summary

The Senior Technical Advisor - TB Services will be responsible to further develop and streamline EGPAF’s TB and TB/HIV program towards effective and sustainable implementation and provide high level technical assistance, mentorship and supervision of the EGPAF supported TB and TB collaborative activities, including designing and supporting implementation of innovative approaches to ensure high quality and integrated TB services across the supported regions, councils and facilities. He /she will assure an effective collaboration with various technical specialists, regional project managers and councils project coordinators while providing guidance and technical assistance in line with the government of Tanzania NTLP guidelines. The TS TB will lead and guide the project team including project managers and project coordinators in documentation and sharing of best practices as far as TB and TB/HIV collaborative activities are concerned

Essential Duties and Responsibilities

Technical Leadership and Strategic planning

Provide strategic and technical leadership for the implementation, quality improvement, and scale-up of TB services in line with national policies, guidelines, and program priorities.

• Lead development of TB technical strategies, work plans, performance improvement plans, and differentiated technical assistance approaches.
• Provide technical leadership for TB prevention, case finding, diagnosis, treatment, TB preventive treatment, treatment outcomes, and TB/HIV integration.
• Contribute technical leadership to program planning, performance reviews, transition, sustainability, and continuous improvement processes.

TB Case Finding, Diagnosis, Treatment and Prevention

• Provide technical assistance to strengthen TB screening, case identification, diagnosis, notification, linkage to treatment, treatment adherence, completion, and treatment success across facility and community platforms.
• Strengthen targeted and systematic case-finding approaches, including contact investigation, community screening, and identification of missing TB cases.
• Support optimization of diagnostic networks, specimen referral, molecular testing, and appropriate management and referral of clients with complex or drug-resistant TB.
• Strengthen implementation of TB preventive treatment among eligible populations.
• Promote patient-centered approaches to address barriers to diagnosis, treatment initiation, adherence, continuity of care, and treatment completion.

TB/HIV Integration and Community Services

• Provide technical leadership to strengthen integrated TB/HIV services, including TB screening and prevention among people living with HIV and HIV testing and linkage among TB clients.
• Strengthen coordinated management and follow-up of clients with TB/HIV co-infection.
• Support community-based TB screening, referral, treatment support, follow-up, and re-engagement in collaboration with community health workers and other community structures.
• Promote client-centered approaches that improve access to and continuity of TB services, particularly among priority and underserved populations.

 Data Use, Performance Monitoring and Quality Improvement

• Lead routine analysis of TB program data to assess performance across the TB cascade and identify priority gaps.
• Support RHMTs, CHMTs, and facilities to use data for root-cause analysis, performance improvement, and targeted technical interventions.
• Monitor key TB indicators, including case detection, notification, diagnosis, treatment initiation, treatment outcomes, TB preventive treatment, TB/HIV integration, and treatment interruption.
• Facilitate data review and performance improvement processes and support implementation and monitoring of corrective actions.
• Promote data triangulation and quality improvement across relevant reporting systems and document lessons learned and best practices.

 Technical Assistance, Capacity Strengthening and Quality of Care

• Develop and deliver differentiated technical assistance, coaching, mentorship, and supportive supervision based on identified performance gaps.
• Strengthen capacity of RHMTs, CHMTs, health facilities, and community teams to plan, implement, monitor, and improve TB services.
• Support implementation of TB infection prevention and control measures and integration of IPC into routine quality improvement activities.
• Develop and facilitate technical trainings, learning sessions, SOPs, job aids, and other capacity-strengthening resources.
• Monitor the effectiveness of technical assistance and promote approaches that can be institutionalized within government systems.

 Coordination, Reporting and Sustainability

• Work closely with NTLP, RHMTs, CHMTs, health facilities, communities, and implementing partners to coordinate and harmonize TB interventions.
• Participate in relevant national, regional, and council technical review meetings and represent the program in technical forums as delegated.
• Prepare timely technical reports, performance updates, analytical briefs, and inputs for donor and government reporting.
• Document technical assistance findings, recommendations, actions, and follow-up.

Contribute to government ownership, transition, sustainability, and institutionalization of effective TB service delivery approaches

• Bachelor’s degree in Medicine, Nursing, Clinical Medicine, Public Health, Epidemiology, or another relevant health-related field.
• Master’s degree in Public Health, Epidemiology, Global Health, Health Systems, or a related field is highly desirable.
• Specialized training or certification in Tuberculosis (TB), TB/HIV, DR-TB, TB prevention, or related public health programs is an added advantage.

Knowledge, Skills & Abilities

• Minimum of 5 years of proven experience in program management and implementation of HIV/AIDS programs in developing countries, including supervision and reporting.
• Possess excellent interpersonal skills to deal successfully with existing stakeholders, team members, potential partners, and government officials
• Experience in clinical management of TB and HIV /AIDS adults and children in resource poor settings.
• Knowledge and ability to write quality proposals and reports for international donor agencies.
• Excellent analytical, oral and written communication skills.
