Title:  Technical Advisor PMTCT/Pediatric and Youth Services

How will you fight for an AIDS-free generation?

The Pediatric and Youth Advisor (PYA) plays a key role in the implementation of EGPAF Tanzania’s Pediatric and youth focus and strategy. As part Regional Acceleration Strategy (RAS) team, he/she will provide technical advice to the RAS team members and hands-on at the facility level in all Pediatric and youth services. He/she will be responsible for building the capacity of facility staff in Reproductive, maternal new-born, child and adolescent health (RHNCAH), in particular in the prevention, care, treatment and support HIV and TB Services. The technical advisor will support the integration and provision of comprehensive services including ECD, nutrition, and other Pediatric – specific diseases management by developing innovative approaches to improve the program. He/she will act as a valuable source of information for the GoT at the regional level and implementing partners while continuously advocating the high – quality health services for HIV exposed or infected children and their families. The PYA will report to the Senior Strategic Results Manager – RAS, with dotted reporting to the technical oversight of the Senior Technical Advisor – Pediatric and Youth Services.  

No two days are alike at EGPAF, but what can you expect in this role?

Leads and monitors the implementation of EGPAF Tanzania’s Pediatric and adolescent strategy at regional level

• • Coordinate with technical advisors and officers of the projects, R/CHMT and health facility staff to address the Pediatric and youth issues at site level 
  • Work with MEL department to regular monitor progress towards Pediatric and youth targets, to strengthen the documentation and reporting of /on the Pediatric and youth HIV cascade
  • Work within the regional RAS teams on identifying and addressing region specific Pediatric and youth issues, especially HIV, TB and early childhood development, family planning, gender and violence against children, while observing child safeguarding principles
  • Strengthen the implementation of a child centred and family care clinic approach across the supported councils
  • Implement, monitor, evaluate and report different initiatives and client centred service delivery models, including quality improvement methodologies  
  • Participate in coordination of mentorship program at different levels in the region including inter-facility learning exchange sessions
  • Coordinate, implement and report pediatric and youth services in the region, including AGYW, ASRH and CECAP for adolescent girls 
  • Lead and coordinate the implementation of region HIV Pediatric and PMTCT cascades activities in alignment with the AFGHS-EGPAF integrated HIV and TB workplan, ensuring RAS teams provide high-quality, comprehensive, and responsive technical support to supported sites and achieve project milestones and targets.

Pediatric and youth capacity building of HCPs and other stakeholders

• • Facilitate and participate in trainings to build pediatric capacity of HCP
  • Assist in addressing site specific needs by direct didactic training and mentoring
  • Coordinate and supervise the roll out and implementation of new guidelines, ARV regimens recommendations/circulars or any changes as guided by the MoH
  • Conduct site assessment to identify gaps and needs, and address them, including morbidity and mortality case reviews
  • Participate in case management including attending major ward rounds as part of capacity building at Regional and District Hospitals

Leads and monitor the implementation of PMTCT and triple elimination cascades

• • Improve the PMTCT cascade, by supporting the implementation of maternal HIV testing, retesting during pregnancy and breastfeeding, ART initiation, retention, viral load monitoring, and achievement of viral suppression among pregnant and breastfeeding women.
  • Improve Early Infant Diagnosis (EID) by strengthening identification and registration of HIV-exposed infants, timely sample collection and testing, result return, linkage to care, and appropriate follow-up.
  • Analyze PMTCT and triple elimination performance data to identify gaps, trends, and underperforming facilities and develop targeted actions to improve program outcomes.
  • Lead quality improvement initiatives to address gaps in PMTCT and triple elimination service delivery, including documentation, adherence to national guidelines, and continuity of services.
  • Support implementation of national guidelines and policies, ensuring that changes in HIV testing, PMTCT, EID, and related technical guidance are effectively translated into practice.
  • Strengthen integration of PMTCT with other services, particularly MNCH, TB, paediatric and adolescent HIV, family planning, and other relevant HIV prevention and treatment interventions.
  • Conduct supportive supervision and technical assistance to facilities and R/CHMTs, ensuring identified gaps are documented, corrective actions developed, and follow-up conducted to closure.
  • Document and disseminate best practices, lessons learned, and innovative approaches that improve PMTCT and HTS outcomes.

To be successful, you will have:

• • MD with more than 5 years of experience working in HIV, TB and AYFHS related programming, managing and or supporting the implementation of programs with a focus on Pediatric and youth
  • MMED Paediatrics and child health, or Master of Public Health degree or other advance medical or relevant degree is and added advantage

Bonus points if you have:

• • Mini 3 years of proven experience in program management and implementation of Pediatric HIV/AIDS programming, including supervision and reporting.
  • Possess excellent interpersonal skills to deal successfully with existing stakeholders, team members, potential partners, and government officials
  • Experience in clinical management of Pediatric and adolescent HIV/AIDS and TB, ASRH
  • Experience in project management
  • Excellent analytical, oral and written communication skills.
