Job Description

Strategic Technical Leadership

  • Provide strategic technical leadership on Public Finance Management reforms within the health sector.
  • Advise the Ministry of Health on strengthening financial governance, accountability, and fiscal sustainability.
  • Support implementation of national Public Finance Management strategies, policies, and reforms.
  • Promote efficient, transparent, and accountable use of public resources across health programs.
  • Provide technical advice on fiscal decentralization and financial management at national and district levels.

Planning and Budgeting

  • Lead technical support for annual health sector planning and budgeting processes.
  • Strengthen program-based budgeting and costing of strategic health plans, operational plans, and investment cases.
  • Facilitate alignment of donor financing with national planning and budgeting frameworks.
  • Strengthen budget prioritization based on health sector evidence and performance.

Budget Execution and Expenditure Management

  • Support improved budget execution, commitment control, and expenditure management.
  • Analyze budget absorption and identify implementation bottlenecks.
  • Develop recommendations to improve financial efficiency and resource utilization.
  • Support monitoring of financial performance against approved budgets.
  • Promote timely financial reporting and accountability mechanisms.

Health Financing and Resource Mobilization

  • Support development of sustainable health financing strategies.
  • Conduct fiscal space and resource allocation analyses.
  • Strengthen domestic resource mobilization initiatives.
  • Support financial sustainability planning for priority health programs.
  • Provide technical input into health financing reforms and universal health coverage initiatives.

Financial Analysis and Decision

  • Support Conduct expenditure reviews and financial performance analyses.
  • Analyze health financing data to inform policy and resource allocation.
  • Develop financial dashboards and analytical reports for senior leadership.
  • Provide evidence-based recommendations to improve financial performance.

Capacity Strengthening

  • Build institutional capacity of Ministry of Health and district finance teams.
  • Develop training materials, standard operating procedures, and financial management guidelines.
  • Mentor finance officers and health managers in budgeting and financial management.
  • Strengthen financial planning and management competencies across supported institutions.
  • Facilitate knowledge sharing and peer learning on Public Finance Management.

Governance, Compliance and Risk Management

  • Strengthen internal controls and financial accountability systems.
  • Support implementation of audit recommendations.
  • Identify financial risks and recommend mitigation strategies.
  • Promote compliance with Public Finance Management legislation and Treasury regulations.
  • Strengthen governance structures supporting financial oversight.

Stakeholder Coordination

  • Coordinate technical engagement with the Ministry of Finance, Ministry of Health, development partners, and implementing partners.
  • Represent the organization in national Public Finance Management technical working groups.
  • Support harmonization of partner investments with government priorities.
  • Foster collaboration between finance, planning, procurement, and program teams.

Monitoring, Evaluation and Learning

  • Develop indicators for monitoring Public Finance Management performance.
  • Track implementation of financial reforms and improvement plans.
  • Document best practices and lessons learned.
  • Prepare high-quality technical reports, policy briefs, and presentations.
  • Support operational research related to health financing and financial management.

Qualifications

  • Master's Degree in Public Finance, Public Administration, Economics, Accounting, Finance, Health Economics, Business Administration, or a related field.
  • Professional accounting qualification (ACCA, CIMA, CPA, CA, or equivalent) is an added advantage.
  • Government budgeting and financial management systems.
  • Medium-Term Expenditure Framework (MTEF).
  • Program-Based Budgeting (PBB).
  • Health financing principles.
  • Public procurement and financial governance.
  • Internal controls and risk management.

Additional Information

  • Minimum of 10 years of progressively responsible experience in Public Finance Management, public sector financial management, health financing, or government financial systems.
  • Demonstrated experience supporting government institutions in Public Finance Management reforms.
  • Experience working with Ministries of Health and Ministries of Finance.
  • Experience supporting donor-funded programs (CDC, USAID, Global Fund, World Bank, GAVI, or similar).
  • Experience in health sector budgeting and health financing is highly desirable.
