Job Description
Strategic Leadership
- Lead the development and implementation of programme optimisation and continuous quality improvement strategies aligned with EGPAF, Ministry of Health, and donor priorities.
- Provide strategic guidance on the use of routine health information to improve programme performance and health outcomes.
- Serve as the technical lead for programme optimisation initiatives across EGPAF-supported districts and facilities.
- Support the Director HMIS in strengthening integrated performance management systems and fostering a culture of continuous quality improvement.
Programme Optimisation
- Lead the implementation and institutionalisation of Continuous Quality Improvement (CQI) methodologies across supported facilities.
- Strengthen Quality Improvement Collaboratives (QICs) using evidence-based improvement methodologies, including Plan-Do-Study-Act (PDSA) cycles.
- Support district and facility teams to identify performance gaps, conduct root cause analyses, and implement sustainable corrective actions.
- Develop quality standards, performance benchmarks, and monitoring frameworks for programme optimisation.
Data Use for continued Quality improvement
- Promote the effective use of HMIS, DHIS2, electronic medical records, dashboards, and other routine information systems for programme improvement.
- Analyse programme performance data and generate actionable recommendations to improve service delivery.
- Collaborate with HMIS teams to ensure data quality, completeness, timeliness, and utilization at all levels.
- Lead routine programme performance reviews and facilitate data-driven decision-making forums.
Technical Assistance and Capacity Building
- Provide technical assistance to the Ministry of Health, DHMTs, CHAL, and health facilities on programme optimisation and quality improvement approaches.
- Build the capacity of health workers, district teams, and programme staff in quality improvement methodologies, data interpretation, and performance management.
- Develop technical guidance documents, standard operating procedures, learning materials, and job aids.
Monitoring, Evaluation and Learning
- Monitor implementation of programme optimisation initiatives and document lessons learned and best practices.
- Support operational research and implementation science initiatives aimed at improving programme effectiveness.
- Contribute to donor reports, technical briefs, presentations, and publications.
- Facilitate knowledge sharing and dissemination of successful quality improvement interventions.
Qualifications
- Master's degree in Public Health, Epidemiology, Public Health Systems Management, Health Services Management, or a related field.
Additional Information
Bonus points if you have:
- Minimum of 8–10 years of progressively responsible experience in programme quality improvement, health systems strengthening, programme optimisation, or health information systems.
- Demonstrated experience supporting Ministry of Health programmes within PEPFAR, CDC, USAID, or other donor-funded environments.
- Experience leading Continuous Quality Improvement (CQI) initiatives at national or sub-national level.
- Experience providing technical assistance to government and implementing partners.
