Job Description
How will you fight for an AIDS-free generation?
The Senior Child Health Advisor provides strategic and technical leadership for the design, implementation, and strengthening of child health services within integrated Maternal, New-born, Child Health, and Adolescent Health (MNCAH) platforms.
The role ensures high-quality, integrated, and sustainable child health programming within a Technical Assistance (TA) and Health Systems Strengthening (HSS) model, supporting the transition from direct service delivery to capacity building and system strengthening.
The position will also provide technical assistance to the Ministry of Health (MOH) in improving child health service delivery, strengthening quality of care, and integrating HIV services across the maternal, new-born, and child health continuum, including advancement of eMTCT and triple elimination (HIV, syphilis, and hepatitis B).
No two days are alike at EGPAF, but what can you expect as a Title?
Strategic Technical Leadership
- Provide strategic technical leadership for child health programming within integrated SRMNCAH platforms in alignment with national and EGPAF priorities.
- Support translation of child health priorities into implementation plans, technical approaches, and measurable program results.
- Advise the SRMNCAH Director and MOH on child health policy, strategy, and programmatic improvements.
- Strengthen integration of child health services within broader SRMNCAH and HIV platforms.
- Support development and implementation of national child health guidelines, protocols, and quality standards.
- Contribute to strengthening systems that improve child survival outcomes, including under-five mortality reduction.
Child Health Strengthening
- Support implementation of Integrated Management of Childhood Illness (IMCI) and other child survival interventions.
- Strengthen immunization systems, outreach strategies, and equitable service delivery.
- Support management of common childhood illnesses including pneumonia, diarrhoea, malaria, and malnutrition.
- Promote integration of child health services with nutrition, HIV, and primary health care platforms.
- Strengthen systems to improve under-five survival outcomes.
Maternal and New-born Linkages (Integrated MNCH Continuum)
- Ensure strong linkage between child health and maternal/new-born services across the continuum of care.
- Support quality improvement of antenatal, intrapartum, postnatal, and new-born care services as they relate to child survival outcomes.
- Strengthen referral systems across maternal, new-born, and child health services.
- Promote continuity of care from pregnancy through early childhood.
MNCH and HIV Integration
- Strengthen integration of HIV testing, treatment, and prevention within child health services.
- Support elimination of mother-to-child transmission (eMTCT) of HIV.
- Strengthen early infant diagnosis (EID), pediatric HIV case identification, and linkage to care.
- Promote continuity of care across maternal, new-born, and child health services.
Triple Elimination (HIV, Syphilis, Hepatitis B)
- Support implementation of triple elimination strategies within MNCH/child health platforms.
- Strengthen antenatal and postnatal screening, treatment, and follow-up systems for women and exposed infants.
- Support integration of laboratory, pharmacy, and clinical systems for effective service delivery.
- Contribute to monitoring and reporting of elimination indicators at national and district levels.
Health Systems Strengthening & Technical Assistance
- Provide technical assistance to MOH and district health teams under the TA model.
- Strengthen clinical mentorship, supportive supervision, and quality improvement systems.
- Build capacity of District Health Management Teams (DHMTs) and facility staff.
- Support strengthening of child health service delivery systems for sustainability.
- Contribute to development of tools, job aids, and implementation frameworks.
Monitoring, Evaluation & Data Use
- Promote use of routine health information systems (DHIS2) for child health decision-making.
- Strengthen data quality assurance and data use at facility and district levels.
- Support performance reviews, learning platforms, and program improvement cycles.
- Contribute to development of child health dashboards and monitoring tools.
Coordination & Stakeholder Engagement
- Participate in national and district MNCH/SRMNCAH technical working groups.
- Collaborate with MOH, donors, and implementing partners on child health priorities.
- Provide technical input into workplans, strategies, and proposals.
- Support cross-sector coordination across MNCH, HIV, nutrition, and SRH programs
Qualifications
To be successful, you will have:
- Doctor of Medicine (MD), MBBS/MBChB, or equivalent recognized medical degree.
- At least 5–10 years of progressive experience in child health or MNCH programming/clinical service delivery.
- Strong experience in child health programs in resource-limited settings.
- Demonstrated experience in HIV/MNCH integration programming.
- Experience working with Ministry of Health systems or donor-funded health programs.
- Strong understanding of health systems strengthening and technical assistance models.
- Experience with DHIS2 or routine health information systems.
- Strong strategic thinking, analytical, communication, and stakeholder engagement skills.
Additional Information
Bonus points if you have:
- Experience in eMTCT or triple elimination programming.
- Experience in quality improvement (QI) methodologies.
- Additional training in child health, public health, or health systems strengthening.
