Job Description

 

Primary Purpose of Position:

·         Manages a supply chain for technical and complex materials (or services) category that ensures high availability and quality at the lowest possible total cost to Operations

·         Acts as a primary Harsco liaison to outside suppliers, both current and potential

·         Leads the management of the supplier relationship strategy including supplier development and integration

·         Works closely with internal divisional managers, technical / specification engineers and decision makers as well as determine the long-term needs and appropriate supply market strategy

·         Manages the supply chain processes for a given material category or service category including but not limited to the development of contracting, labor, e-business, diversity, inventory and cost reduction strategies, such that the category effectiveness and efficiency is continually improved

·         Works closely with Procurement Operations to resolve complex or repetitive commercial issues.   Identifies, and facilitates the implementation of new supply chain process improvement initiatives

·         Leads the development of category strategy and annual plans. 

·         Works to gain input and support for plan adoption and staffing necessary to execute strategy and plans

·         Supports an environment that fosters a high performance culture and a learning organization

·         Participates in activities for promoting diversity, both in the workplace and in the supplier base

·         Seeks feedback on performance and opportunities for continuous improvement

 

Primary Duties and Responsibilities:

·         Drive TCO (Total Cost of Ownership) process improvements to reduce costs (in-between sourcing initiatives); frame-out and own 'should cost' models

·         Establish and manage supplier alliance process

·         Lead all supplier relationship development programs

·         Develop implementation plans

·         Identify resource requirements (Procurement, other organizations / functions)

·         Lead process mapping and process improvement initiatives

·         Set category strategy: - define/maintain formal category business plan

·         Maintain the sourcing group profile; requires extensive networking, market research and analysis

·         Maintain and own the position of primary contact for the resolution of systemic/recurring supplier/customer issues

·         Develop close working relationships with supplier and end customers

·         Leverage knowledge of suppliers, supply base and market conditions to determine when to re-visit the Strategic Sourcing process

·         Develop performance monitoring systems, manage supplier performance to ensure that contract terms and conditions are being met or exceeded

·         Own/manage supplier relationships, developing relationships with strategic suppliers and driving supplier integration in accordance with the annual plan and category strategy

·         Establish 'master' material and service agreements (blanket contracts).  

·         Lead/participate in 'make vs. buy' decisions

·         Participate in periodic 'special project' initiatives providing guidance to Procurement Operations category aligned personnel when “clip” levels of other reviews of “one-off” buying are determined to be needed

·         Maintain accountability for category savings targets and performance measures.   Accountable for category purchases (including tactical); become involved on an as-needed basis to resolve emergent issues

·         Provide direction to category managers, specialists and analysts within assigned business and spend categories

Qualifications

Position Requirements
•    Minimum: Bachelor's Degree in Engineering, Business Administration, or a related field
•    Three to five (3-5) years of related experience
•    Support the Business Units' Emergency Response activities as assigned

•    Demonstrated understanding of 'entire' Harsco supply chain and cost drivers
•    Demonstrated data analysis capability
•    Conflict management experience
•    Technical aptitude (category-specific requirement)
•    Ability to travel overnight 30% of the time including domestic and international locations. 

Position Scope:
•    Provides the direct operating needs for a given material or service
•    Has a high level of independent decision making authority while performing typical job duties
•    Manages material or service category spend of $30M to $150M annually and total process life cycle and supply chain costs of $50M to $300M.
•    Has responsibility for achieving corporate savings, budget, business plan, and diversity goals
    Actions could have significant impact on the cash flow and revenue stream of Harsco as well as negatively impacting work management, supplier/contractor performance, system reliability and customer satisfaction goals.

EDUCATION AND WORK EXPERIENCE

Minimum Qualifications:
•    Experience
    Progressive responsibilities in all areas of sourcing and procurement
    Experience in managing a global strategic sourcing operation including multiple facilities (preferably in different regions of the world) and strategic suppliers
    Experience in managing and leading a team of supply chain professionals with progressive career growth in the number of direct and indirect reports

Preferred Qualifications:
•    Education – MBA or advanced degree in supply chain operations
•    International work experience and foreign language skills
•    Broad supply chain experience beyond sourcing including logistics and fulfillment, inventory deployment, and demand/supply planning processes
•    Experienced in implementing and operating Oracle R12 Advanced Procurement Modules 
•    Professional qualifications such as APICS, CSPMP. CPM
•    Negotiations training and experience
•    Vendor catalog usage
