Hamilton City Council delivers substantial and diverse procurement activity spanning construction and infrastructure, professional services, ICT, maintenance, fleet, and operational goods and services. Working within a centre‑led procurement model, the Procurement team provides the policy, standards, systems, insights, and assurance frameworks that enable great procurement across the organisation.
We’re looking for a Procurement Insights Analyst to build the data, reporting, and insights foundation that supports smarter decision‑making, stronger compliance, and improved value for money.
About the role
As our Procurement Insights Analyst, you will create and maintain a trusted procurement data environment and reporting suite that gives a clear line of sight to spend, compliance, supplier risk, performance, and value delivery. You’ll turn raw data into meaningful insights that help leaders and buyers make better decisions and guide continuous improvement across the Council’s procurement activity.
This is a highly influential role that sits at the centre of our procurement transformation, partnering with leaders to uplift capability, enhance transparency, and drive evidence‑based improvement.
Key responsibilities
In this role, you will:
- Extract and integrate procurement data from finance systems, e‑procurement platforms, contract registers, spreadsheets, and legacy systems into a coherent analytical environment.
- Solve complex data challenges by transforming and modelling semi‑structured data.
- Build trusted procurement reporting and dashboards that are accurate, intuitive, and used across the organisation.
- Work closely with the Head of Procurement, Change Manager, and Procurement Operations & Capability Lead to support adoption of our 32‑action procurement improvement plan.
- Support Council’s procurement maturity uplift programme to ensure actions are implemented, operating, and embedded.
- Establish monitoring and control frameworks including performance indicators, compliance thresholds, risk flags, and trend analysis.
- Contribute to organisation‑wide uplift in procurement capability.
- Deliver insights that support prioritisation, risk management, intervention, and continuous improvement.
- Help ensure probity and supplier risk management are delivered effectively across the centre‑led model.
- Support compliance with Hamilton City Council’s Procurement Rules, Policies and Procedures, and the Office of the Auditor‑General’s Procurement Guidance for Public Entities.
About you
You’ll thrive in this role if you bring:
- Strong analytical capability and experience working with complex datasets
- Confidence in building dashboards and reporting (e.g., Power BI, Tableau, or similar)
- An ability to translate data into insights that non‑technical users can understand and act on
- A continuous improvement mindset and curiosity for solving problems
- Experience with procurement, finance, or public‑sector data (advantageous but not essential)

Qualifications

- Batchelor's degree in Data Analytics.
- 9-10 years’ experience in large complex business environments working in an analyst capacity either in procurement or finance.
- 5 years’ experience in data extraction, transformation & modelling.
- Advanced capability / certification in Power BI, Excel and Power Query.
- Process improvement experience, coupled with strong exposure or experience in change. management- ADKAR / Prosci.
- Experience working with semi-structure and poor-quality data.
- Experience building performance dashboards & control frameworks.
- Strong Analytical & problem-solving mindset.
- Highly developed interpersonal and communication skills with strong stakeholder and change-delivery skills.
- A thorough understanding of The Government Rules of Procurement would be preferred.
