Job Description
Reporting to the Manager, HR Operations, the Talent Management Lead will be responsible for providing strategic planning and coordination of all recruitment. Halton Healthcare is expanding our hospital capacity across the region to meet the growing needs of the community. In doing so, we are strengthening care by developing modern spaces within existing hospital infrastructure. Initially, this will include the creation of a strategy document outlining the Hospital’s plan for people resourcing from project start to finish. The Lead will also be responsible for providing strategic end-to-end recruitment expertise while working collaboratively with the HR team to support the delivery of effective talent management programs, providing day-to-day functional guidance and support to a team of HR Advisors who are responsible for supporting hiring managers to attract strong candidates to Halton Healthcare. In addition, the Lead will:
- Collaborate with HR Advisors to identify staffing gaps, potential root causes and current trends. Using this information to build a custom short term and long-term talent strategy in conjunction with the Manager.
- Serve as the point of contact for project team and senior leaders, reporting on progress throughout each phase of the project, including data sharing and formal communications.
- Consult, influence and guide the recruitment and selection process for complex vacancies (i.e. advertisement wording, interview questions, assessments, and testing, and offer details), ensuring the delivery of recruitment best practices.
- Lead the creation of resources and tools related to recruitment, selection and onboarding, including the design and delivery of presentations geared to company culture, talent acquisition, practice and procedure changes, and best practice training.
- In a heavily unionized environment, serve as a point of escalation for HR Advisors, as well as operational leaders and union partners, in addressing complex issues and concerns, while working to ensure resolution.
- Identify and support automation and quality improvement initiatives to increase efficiencies that will improve the overall process / candidate experience.
- Create and foster relationships across internal and relevant external networks (i.e. community services, professional associations, EDIA-R programs, social networks) to support the attraction of diverse candidates and equitable hiring practices.
Qualifications

- Degree in Business, Human Resources or equivalent
- CHRP or Registered Professional Recruiter preferred
- Minimum 5 years’ experience in a highly complex, unionized environment; healthcare experience preferred
- Knowledge of talent management and full cycle recruitment best practices
- Consulting skills to provide advice, guidance and influence leaders
- Excellent customer service and interpersonal skills
- Knowledge of applicable employment legislation, human resource policies and practices and employee rights and obligations
- Ability to build collaborative partnerships to achieve results
- Facilitation and networking skills
- Detailed and results oriented
- Computer literacy including Microsoft Office 365 Suite products, HRIS and applicant tracking systems, social media and corporate productivity tools

Salary: Min: $53.026 ($103,401) to Max: $66.308 ($129,301)
