Job Description
The Range Safety Specialist reports to and receives work direction derivatives from the Site Lead. The Range Safety Specialist will provide range safety support by performing the following duties:
Essential Duties and Responsibilities
- Make recommendations to resolve range and safety conflicts for range requests not covered by the installation range SOPs to the Range Safety Officer. Non-standard events are training events not listed in the installation SOPs.
- Conduct a semiannual review of RFMSS facility-to-facility conflicts, facility-to-event conflicts, facility-to-ammunition conflicts, and facility-to-environment conflicts (Ref. Chapter 6, RFMSS User Manual) against the installation range SOP.
- Review all updates to Installation Range SOPs and recommend the best way to reflect these changes in RFMSS administration tables.
- Develop a range safety inspection schedule that supports the range safety inspection plan at each installation and deliver it to the Range Safety Officer for approval.
- Inspect ranges at each installation for safety violations and verify all ranges are in working condition in accordance with the installation range SOPs.
- Deliver range incident reports from the RFMSS ad-hoc reports module.
- Provide range safety inspection services in accordance with MCO 3570.1C, Range Safety, Installation Range SOPs, and Range Cards specific to corresponding ranges.
- Conduct on-site inspections in accordance with the approved inspection schedule of the RTAs to confirm strict adherence by users to range safety regulations, ensure range area policing is performed, and report any range maintenance issues to the Range Control Safety Officer.
- Monitor RTA’s training events as outlined in the government-approved training schedule. Immediately call a cease-fire, if necessary, when range or safety procedures are violated.
- Make onsite recommendations to the Officer in Charge of the training event to correct safety issues and facilitate the safe continuation of training. Immediately notify Range Control for any unresolved issues.
- Conduct an onsite range safety brief to the training unit that covers all areas of the Range Card from the range SOP.
- Deliver feedback on units’ use of training facilities to the Range Safety Officer. Feedback shall be from the Contractor review of actual training performance, personal interviews, and customer comment sheets in order to revise special instructions in range packets, Range Cards, and Range Control Procedures.
- Perform Operational Risk Management (ORM) assessments for ranges, training areas, and training events.
- Attend RCF-related training as required.
- Perform other duties related to the work described.
Qualifications
Education
- High school diploma or equivalent.
- Required: Range Safety distance learning course (MarineNet).
- Graduate of the RFMSS Functional Administrator course(preferred).
- Graduate of the Inter-Service Range Safety Course (preferred).
- Graduate of the Range Manager Tool Kit (RMTK) ~ formerly Geographic Information System (GIS) for Range Managers Course (preferred).
- Graduate of the Weapons Danger Zone (WDZ) Course (preferred).
- Graduate of the Range Airspace Manager Course (preferred).
Experience
- One year of Range Safety experience.
- The ideal candidate is a former SNCO or Officer with experience as a Range Safety Officer or Officer in Charge.

- Able to design and write clear communications and present training programs.
- Proficient in computer applications such as Windows and MS Office.

- 24/7 operations. Ability to work weekend, evening, and night shifts on a rotating schedule basis.
- Qualification as an authorized company driver is required.
- All authorized company drivers must have a valid driver’s license, current automobile insurance, and a driving record that is acceptable to the company’s auto insurance provider.
