Job Description

Scope of Position

Good Return is delivering a seven-month Sustainable Inclusive Finance (SIF) project to support three financial institutions in PNG (MiBank, TISA Bank, and NDB) to expand their financial service offering in three provinces. The project is initially for a 7 month period, with potential for a longer-term extension.

The PNG Project Manager will work closely with the project team and will receive guidance and support from program specialists and managers to ensure the successful implementation of initiatives. This collaborative approach will help achieve project goals effectively and sustainably.

The PNG Project Manager will play a critical role in supporting the delivery of the Sustainable Inclusive Finance (SIF) project. The position focuses on managing the project budgets and reporting commitments, on ensuring all processes and procedures from the funder and Good Return are strictly followed, and coordinating the project team's efforts toward the respect of procedures and strong reporting.  

Key areas include over project management, coordinating project activities and budget and report management.

Responsibilities

1. Project Activities Coordination (30%)

  • Coordinate logistics and resources needed for project activities
  • Manage all project activity logistics and travel across the 3 project areas, Lae, Mt Hagen and Alotau
  • Coordinate regular meetings with the funder and partners
  • Ensure compliance with all PNG regulations, funder requirements and Good Return’s procedures
  • Manage office and equipment procured for the project

KPIs:

  • Strong compliance of the project to regulatory requirements and internal procedures
  • Logistics are supporting project delivery, logistic issues are swiftly resolved
  • Scheduled meetings are well organized and attended
  • Resources required for the project are in well kept condition

2. Budget Management (30%)

  • Manage procurement for the project
  • Keep accurate records of all budgets and expenses as per funder and Good Return’s finance processes
  • Prepare regular acquittals and reimbursement claims from the funder 
  • Prepare monthly financial reports for the project

KPIs:

  • Project team have all necessary resources and tools to implement activities
  • All receipts and invoices are processed in accordance with Good Return and APEP requirements
  • Reimbursements requests are accurate and timely
  • Financial Reports are accurate and timely

 

3. Report Delivery  (40%)

  • Prepare interim reports for APEP and Good Return’s quarterly program reports 
  • Ensure updates to the various Data tracking Tables are timely
  • Lead intermediary and final project reports to APEP
  • Support the Design of project extension to 5 years

KPIs:

  • All interim reports to APEP are delivered to a high standard 
  • Good Return’s internal reporting processes are adhered to
  • Final report to APEP is of a high standard

Qualifications

Skills & Attributes

Essential:

  • Strong experience in project  management
  • Strong facilitation and stakeholder engagement skills
  • Strong accounting and or financial management skills and experience
  • Strong command of English language and report writing 
  • Cultural sensitivity and ability to work effectively in diverse communities
  • A commitment to Good Return’s vision of a world without poverty

Desirable:

  • Experience working in PNG or similar contexts.
  • Proficient in Tok Pisin
  • Commitment to gender equality and financial inclusion.

Additional Information

Level of Effort:  Part time - 50% LoE from as soon as possible to February 2026
