Job Description

Good Return’s mission is to enable those living in poverty to achieve economic empowerment. We do this by working in partnerships that innovate and strengthen financial services and provide economic opportunities for those living in poverty across the Asia Pacific Region. Our work focuses on promoting responsible inclusive finance, and building financial capability & consumer empowerment. 

The Consumer Awareness and Financial Empowerment (CAFE) Initiative is a financial capability training program specifically designed to be delivered to low literate people. The training is based on a behaviour change methodology to develop vulnerable people’s awareness of their rights and responsibilities, confidence to communicate with financial service providers and practical money management skills.

Scope of position: 

The CAFE Program Officer (Cambodia) supports capacity building, partnership management, training and implementation of Good Return’s CAFE (Consumer Awareness and Financial Empowerment) Initiative in Cambodia. S/He ensures implementing partners have the necessary training, support and access to resources and tools to effectively implement the CAFE Initiative. S/He facilitates smooth communication between partners and Good Return, including regular monitoring and evaluation. S/He supports social inclusion activities for the CAFE initiative as well as field visits, meetings and any project activity that requires his/her expertise.

RESPONSIBILITIES:

1. Partner Training and Capability Development (60%)

  • Work with the CAFE team to identify and provide targeted support, technical assistance, and capacity building to partner institutions, including but not limited to:  Training of Coaches (ToC), trainer/ coach assessment, field level implementation, monitoring and evaluation.
  • Provide regular support for CAFE trainers/coaches throughout program delivery, either face-to-face or remotely, depending on partners needs. 
  • Coordinate with Instructional/Curriculum Design Specialists to identify opportunities for trainer/coach capability development and potential to enhance existing capability development interventions (i.e. e-learning, face to face, or blended).

KPIs:

  1. Quality of trainings organised and satisfaction of participants
  2. Best practice training developed and documented for partner organisations      

2.  Partnership Coordination & Development (20%)

  • Provide support to manage partnerships with CAFE implementing partners, including facilitating regular communication and identifying training needs.
  • Ensure partners have the necessary support and access to tools/resources to effectively implement CAFE program.
  • Organise regular reviews between partners and Good Return to ensure ongoing monitoring of partner’s needs, expectation and compliance. 
  • Maintain strong partnerships and ensure satisfaction of partners.
  • Represent CAFE program team to Identify opportunities for and support new partnership development.

KPIs:

  1. Level of satisfaction of CAFE partners
  2. Organisation of yearly partnership reviews 

3. Monitoring, evaluation & learning - CAFE Cambodia project (10%)

  • Support the CAFE team and MEL Specialist to implement the CAFE MEL framework, coordinate testing, implementation and data collection and provide insight on the Cambodian context. 
  • Contribute to the development of evaluation reports. 
  • Conduct regular monitoring of all CAFE ongoing projects, utilising digital solutions where most appropriate and on the spot field visits when necessary.
  • Based on insights and results of implementation, field testing and monitoring, provide insights and input on the design and iteration of the different components of the CAFE initiative.
  • Coordinate to promote and disseminate the key lessons learnt among CAFE partners.

KPIs:

  1. Contribution to high quality data collection and MEL reports developed for all implementing partners
  2. Coordination support for monitoring and evaluation activities including field travel and translation support as needed

4. Program development, iteration & technology (10%)

  • Support curriculum design, iteration and development to ensure it fits learner and partner needs.
  • Support the ongoing iteration and roll out of innovative tools, particularly technology such as the My Money tracker app and eLearning.

KPIs:

  1. Curriculum, training materials and resources are up to date and appropriately contextualised
  2. Partners are supported and encouraged to pilot and adopt new technology and eLearning

Qualifications

SKILLS & ATTRIBUTES

Essential

  • A passion and personal commitment to working towards a world free of absolute poverty
  • Cambodian national, fluent in Khmer, with a good level in written and spoken English
  • 3+ years experience in training or non-formal education in organisational and community level
  • Ability and experience in partnership management, particularly managing training programs or learning interventions with multiple partners
  • Experience in design / development and delivery of training or educational curriculum utilising interactive and participatory methodologies and techniques.
  • Passion and commitment to support others learn and adopt new ways of doing things
  • Ability and willingness to travel within Cambodia and to other Good Return Program countries as needed.

Desirable (optional)

  • Social inclusion knowledge and experience - Gender, Disability inclusion, etc.
  • Experience using and supporting digital technology, including developing digital learning (eLearning) content, tablet- and mobile- apps, digital data collection (e.g. ODK).
  • Field research and data collection, such as facilitation of focus group discussions, interviews or surveys.
