Job Description

Scope of position:   

The Monitoring, Evaluation & Learning (MEL) Specialist organises, implements and supervises Monitoring & Evaluation processes.

S/he ensures the development and automation of appropriate monitoring and evaluation practices including tracking and reporting systems as well as developing tools and templates that enhance the program outputs and outcomes. S/he promotes and ensures the use of data for decision-making processes, strengthens the knowledge and capturing of business analytics at Good Return as well as of partners participating in Good Return’s programs.

RESPONSIBILITIES:

1. Strengthen and implement Good Return MEL Processes (60%)

  • Lead the delivery and refinement of Good Return’s Development Effectiveness Framework.

  • Manage, analyze and automate assessment evaluations,including baseline and endline studies with the R software.

  • Develop additional practical, cost-efficient tools to support the capture of project data.

  • Supervise, automate and consistently improve all data collection for Good Return programs, managing all survey development and implementation.

  • Conduct quantitative and qualitative analysis based on the monitoring and evaluation data and prepare MEL reports.

  • Improve and update the current systems and dashboards for real-time monitoring and ensure data quality.

  • Develop training & user manuals for survey managers and enumerators.

 

KPIs:

  1. Quality of the MEL  reports completed per year

  2. Time of production of MEL reports.

  3. Project managers rate high satisfaction with MEL support

 

2. Strengthen the capacity of partners in MEL (25%)

  • Consult with partners to map existing organizational data flows and processes

  • Conduct institutional assessments of existing management information systems and develop systems for shared knowledge management

  • Coordinate with the Good Return team and partners to scope emerging opportunities for data capture and analysis

KPIs:

  1. Number of partner assessments completed

  2. Number of partners supported to strengthen  MEL processes

  3. Partners rate high satisfaction with MEL support

 

3.    Develop the capacity of Good Return in MEL (15%)

  • Work with the Program Team, to strengthen their knowledge and practice of MEL, including provision of training and coaching to team members

  • Ensure that MEL practices and social inclusion indicators are embedded in every Good Return project

  • Ensure sound implementation of MEL processes as guided by the Program Manual - and propose improvements

  • Participate in industry networks and present and/or support others to present Good Return’s outcomes at regional conferences

  • Provide technical feedback on performance monitoring systems to Good Return management

  • Provide timely and high quality advice to Program management team for the refinement of ongoing projects and the development of new initiatives

KPIs:

  1. Number of GR staff completing MEL training

  2. Ongoing compliance with MEL processes in Program Manual

  3. Number of external presentations about Good Return’s results delivered or supported

 

4. Other duties relevant to the position as required.

Qualifications

  • Proactive and enthusiastic team member

  • Strong willingness to contribute to Good Return’s mission and vision

  • Proven technical ability and experience in survey design, sampling methodologies, data analytics and statistical analysis

  • Ability to use statistical software packages, specifically R and Power BI

  • Ability to use the Kobo toolbox for data collection

  • Ability to produce comprehensive, simple and insightful reporting

  • Ability to present and explain the complex data methodologies in the simplest and understandable way

  • Strong track record in research methodologies related to program monitoring, evaluation & learning

  • High level interpersonal and cross-cultural communication skills, ability to capacity build others

  • Interest in social inclusion (gender mainstreaming, disability inclusion, cultural and linguistic diversity inclusion)

  • Relevant postgraduate qualifications (desired)
