Job Description

We are seeking an individual with cost control / quantity surveying skills on projects >500 million Singapore Dollars for the position of Senior Cost Engineer at Fortis Construction Pte. Ltd. Singapore (Fortis).  The individual is responsible for implementation, performing and conformance to Fortis’ variation order and cost control management system and supporting processes/procedures throughout the organization.  The candidate will work directly with senior commercial manager, consultants, and the client on site.

Reporting to the senior commercial manager, the Cost Engineer will be accountable for tracking all costs on a major, seven-year, international project to be constructed in Singapore.  The successful candidate will be directly responsible for working with other senior managers on the project and forecasting costs in the format as provided by Fortis and its client.  

It is expected the Cost Engineer will be a very detailed individual with extensive previous experience with forecasting financial cost for complex large international projects.  The successful Cost Engineer must be pro-active and have excellent Emotional Quotient (EQ) skills and be able to relate to and communicate with construction workers, Fortis’ client, the Fortis management team and subcontractors of all tiers.

Responsibilities:

  • Represent Fortis in the utmost professional manner while constantly embracing honesty, integrity and truth.
  • Comply with Fortis’ anti-graft, non-bribery requirements. 
  • Represent Fortis as the cost management spokesperson with the client.
  • Working with Fortis senior management, learn the WBS forecasting model with which to forecast all cost on the project(s). 
  • Learn how to fluently operate Fortis’ cost control and construction cost accounting system.
  • Work closely with Fortis management on site to understand and forecast costs associated with any self-perform work.
  • Track, update and validate Variation Orders on a weekly basis.
  • Work closely with Fortis’ client reporting forecast results monthly.
  • Interface with Fortis’ program level Quantity Surveyor/Cost Engineer in the USA and compare costs across all international campuses.
  • Interface with all Fortis’ subcontractors on site to understand their cost expenditures and forecast their monthly burn rate to within +/- 3%.
  • Build and implement cost forecasting models.
  • Prepare trend analysis that improve the accuracy of financial forecasting.
  • Work closely with the financial team to provide input to monthly billings.
  • Perform all work according to agreed expectations of both internal and external customers, focus on doing things right first time, every time and contribute actively to continual improvement activities.
  • Support Fortis’ Executive Management in the refinement of a robust cost management culture, and development, implementation and monitoring of the Fortis cost management system.
  • Lead the refinement of corporate cost plans and facilitate the development of cost plans throughout the company to ensure ongoing continual improvement.
  • Facilitate the thorough and timely identification, assessment and control of commercial risks and communicate to all affected parties.
  • Development and facilitation of comprehensive cost reporting and investigation programs.
     

Qualifications

 

  • Bachelors and or advanced degrees in construction and or accounting. 
  • 5 years of direct experience in cost management of large construction projects.
  • 10 years of experience working in various cost management or quantity survey roles in other industries.
  • Thorough knowledge and understanding of the construction business.
  • Computer literate in cloud-based programs. 
  • Significant experience with Excel, Word, and other computer-based tools.
  • Excellent communication and organizational skills.
  • Fluent in English
