Job Description
The Opportunity
Flywire thrives on developing and bringing to market innovative payments solutions. We believe that building and operating an outstanding company goes hand in hand with being compliant at all times. To support our continued growth worldwide and our expansion in the South African market, Flywire is seeking a dedicated and experienced Compliance and Regulatory Manager to lead these efforts. The role is remote and will report to the Head of Compliance.
Flywire operates within a complex global system of laws and regulations to provide our services to customers in the education, healthcare, travel and B2B sectors. As we expand our service offerings in South Africa to serve new verticals, we need an experienced compliance and regulatory leader to work cross-functionally and across multiple jurisdictions to create programmes, administer filings and instil compliant processes that facilitate the launch and growth of Flywire products within a Financial Intelligence Centre (FIC) and South African Reserve Bank (SARB) regulated environment.
This will be a varied role working within our Financial Crimes Compliance team, leading and overseeing our South Africa AML programmes and FICA-compliant regulatory work. You will liaise with regulators, auditors, bank and payment partners as well as clients, while building a programme to monitor and comply with relevant evolving regulation and maintaining appropriate localised governance. You will work closely with stakeholders from our Product, Global Payments, Risk, Business and Operations functions. You should be comfortable supporting complicated, global and regulated products that require analysis on several fronts.
The Compliance and Regulatory Manager will assist the organisation by:
- Driving and owning the regulatory compliance aspects of our business in South Africa.
- Localising and administering an AML/CTF (Anti-Money Laundering and Counter-Terrorism Financing) compliance programme, including the policies, procedures and Risk Management and Compliance Programme (RMCP) required to meet local requirements while aligning to Flywire's global AML/CTF and Risk programmes.
- Monitoring relevant South African regulatory developments, particularly as they relate to the National Payment System (NPS) Act, consumer protection, FICA and fintech laws generally.
- Reviewing the regulatory environment for Flywire's suite of services, determining whether licensure such as authorisation as a foreign exchange dealer with limited authority (ADLA) or registration as a Financial Services Provider (FSP) is required, or whether exemptions apply.
- Managing relationships and interactions with the FIC, SARB (Prudential Authority and FinSurv) and the Financial Sector Conduct Authority (FSCA), as well as law enforcement where required.
- Managing the regulatory reporting process, including suspicious transaction reports (STRs), cash threshold reports (CTRs) and terrorist property reports (TPRs) to the FIC, ensuring clear allocation of responsibilities for scheduled and ad hoc filings.
- Supporting the Global Payments team on ongoing bank and payment partner management, including explaining our global Legal, Compliance and Regulatory framework.
- Assisting with analysis and introduction of new products and services within the South African market.
- Assisting the Global AML/CTF compliance operations team, including sanctions screening, transaction monitoring, fraud monitoring and KYC/CDD.
- Coordinating and developing presentations and reporting to management, regulators and Financial Institution (FI) partners.
- Assisting with the development of internal communications and South Africa specific compliance training materials, as required.
- Conducting regulatory reviews and due diligence on potential business acquisition targets.
- Supporting global artificial intelligence development as it relates to AML/CTF and sanctions regulations.
Qualifications
What We Look For
- Seven or more years of relevant experience in the South African financial services sector, with a university degree, or ten or more years of relevant experience in place of a degree.
- Experience in Anti-Money Laundering, Corporate and Risk Governance, Compliance, Audit or Regulatory Management.
- Deep familiarity with FICA (Financial Intelligence Centre Act) and the South African National Payment System (NPS).
- Capable of comfortably leading meetings and delivering presentations to executive leadership and regulatory bodies.
- Ability to pursue multiple initiatives simultaneously in a fast-paced fintech environment.
- Experience with regulations and guidelines related to payment networks, the digital payments industry and emerging payment system supervision in South Africa.
- Data-driven mindset with experience in analytics.
