Job Description

Job Purpose:

TMG Unit

The unit is responsible for managing the Group Compliance monitoring programme (as the second line of defence) to provide assurance that the Group is operating in line with regulatory requirements and internal compliance policies and procedures. This entails planning, development and implementation of a risk based Group Compliance monitoring and Quality Assurance plan, working with business units to undertake reviews and issuing reports that provide assurance as well as highlighting deficiencies so that they can be corrected. The monitoring function is responsible for maintaining a log of all compliance related issues across the Group. The function also provides assistance in the development of compliance reports to support the EXCO, Compliance Committee and BRCC.

Role Summary

To lead the Group Compliance Monitoring function, to develop a Compliance Monitoring / QA Plan (CMP) and undertake planned risk-based compliance monitoring to ensure the Bank’s Group Compliance policies and regulatory requirements are being adhered to and escalate to the Bank’s senior management events of material non-compliance

Job Specific Accountabilities

 

Strategic Contribution

§  Ensure effective implementation of the Bank’s Compliance strategy within the CMP teams remit to ensure vertical alignment and horizontal integration with other interfacing departmental strategies.

Oversight

·        Review check and challenge local compliance functions annual Compliance Monitoring /QA Plans (CMPs)

·        Ensure all business unit compliance functions have submitted their annual plan

·        Advise and assist business unit compliance functions in designing and developing their CMPs

Planning

·        Design and develop the Group Compliance risk based compliance monitoring / QA plan (CMP)

·        Review the control environment to identify key compliance risks and controls

·        Coordinate meetings with key stakeholders to capture compliance risks and identify key reviews to be undertaken.

Implementation and Execution

·        Implementation and execution of the approved Group CMP

·        Conduct all assigned reviews in line with the CMP

·        Positively engage with key stakeholders prior to and during the course of conducting reviews

·        Manage end to end reviews independently

·        Conduct ad-hoc reviews as and when required

·        Track remediation activity to ensure timely closure of issues raised from previous reviews

Reporting

·        Issue the Quarterly Group Compliance Monitoring/ QA Progress Report in a timely manner

·        Ensure all scheduled business unit compliance monitoring reports have been submitted

·        Review reports for accuracy and consistency

·        Ensure all issues identified have been captured in the tracker

Framework / Policy Update

  • Update the Group Compliance Monitoring/QA Policy and related procedures as and when required
  • Track the policy revision date and distribute revised draft policy to stakeholders for review
  • Compile feedback and update policy accordingly

           

People Management

  • Effectively lead and manage junior CMP Team by members setting of individual objectives, managing performance, developing and motivating staff to maximise performance.
  • Support the Compliance Governance Department in talent management including acting as an SME on developing and delivering CMP related training.
  • Provide guidance and on the job training for junior colleagues and conduct knowledge sharing sessions.
  • Identify CMP Team resource shortfalls against the Compliance Department capacity plan.
  • Act as a role model to direct and indirect reports to drive adherence to organisational values and ethics and foster a value driven culture within the bank.

 

    Qualifications

    Minimum Qualification

    •  Bachelor’s Degree or Higher in Management, Banking or Finance, preferably with certification in compliance, corporate governance, risk management or internal audit.

    Minimum Experience

    • Minimum of 5 -10 years’ of experience in a reputed bank or auditing firm
    •  Minimum of 5 years’ experience in compliance related monitoring / audit and testing activities
    • Experienced in Trade Finance/Markets/KYC QA
