Job Description

The Contractor shall provide personnel, physical, and communication security support within the
Operations, Security & Training division which is a subordinate element of the Resource Directorate. Assists in implementing procedures and controls to ensure the necessary background investigations are conducted for employees or applicants for employment; contract employees, DA civilians, Military and volunteers. Processes forms such as SF 85 (Questionnaire for Non-Sensitive Positions), DD Form 2875 or BOP 978 (System Authorization Access request SAAR). Ensures that fingerprints are collected from employees, affiliate staff such as contract employees, interns, researchers, and volunteers and are submitted to the appropriate agency; reviews results of the fingerprint checks and provides results to the USAISR Security Manager regarding suitability. The Contractor will utilize e-QIP, PSIP and other web-based automated security systems which are designed to facilitate the processing of standard investigative forms used when conducting background investigations for Federal security and credentialing purposes. The Contractor will utilize both the Defense Information System for Security (DISS) and the Personal Security Investigation Portal (PSIP) is required to determine suitability of Federal Employment, determining eligibility for access of classified information or assignment to sensitive duties, obtaining security clearance, and IT access. Receives requests and reviews background investigation reports upon completion by Office of Personnel Management (OPM); applies OPM adjudicative standards and procedures to evaluate the impact of the information on the employee or applicant’s suitability for the position in question. Conducts interviews with both applicants and employees in order to properly adjudicate derogatory information provided in investigative reports; summaries of interviews are prepared and used to make overall suitability determinations. Maintains background investigative files IAW established DoD filing requirements (ARIMS) and ensures that access to information is restricted and disseminated in accordance with applicable laws and OPM regulations and procedures. Assists in initiating and processing of Secure Internet Protocol Router accounts while interacting with Joint Base San Antonio Fort Sam Houston Network Enterprise Center. Assists in processing BAMC Form 1047 (Badge and Parking Permit Request) and DBID requests and (Defense Biometric Identification Systems) for Contractor and Vendor Installation Access Credentials requests. Contractor shall provide In and Out processing services.
Maintains contact with representatives from OPM to monitor on-going investigations, changes in policies and
procedures, and developments in the field of Personnel Security and Suitability. Assists with conducting cyclic
Communication Security equipment inventories and ensuring that assigned crypto cards are maintained and updated as required. Assists in the oversight of the facility key control program and complying with supporting regulations and inspection check sheets relative to key inventory. Contractor will assist in the processing of foreign national visitor requests IAW established DoD guidelines and policies.
