Job Description
Workforce Solutions Child Care provides financial assistance for eligible low-income families for child care services. Workforce Solutions Child Care provides information to parents about choosing quality child care and assists families to locate other community resources as needed. The program also works to improve the quality of child care in our 11-county service area by providing training, coaching/mentoring, and free materials/resources to early childhood providers. The Provider Services Liaison will work as a bridge between Workforce Solutions Child Care and the child care providers of the North Texas service area. To perform this job successfully, an individual must be able to perform each essential job function listed below satisfactorily.
Essential Job Functions:
- Communicate professionally and effectively with all child care providers.
- Plan, coordinate and host provider trainings/ director luncheons on a regularly scheduled basis.
- Will be responsible for all procurement for the Provider Services Department and some office procurement.
- Write, illustrate and disseminate child care information on a regularly scheduled basis.
- Create, conduct, and analyze child care provider surveys/assessments as directed by management.
- Communicate child care news, events, or highlights to the marketing staff at the board office and at RPMC for social media accounts.
- The ability to professionally communicate and distribute mass emails to child care providers.
- Work alongside community partners to collaborate and coordinate large scale events or presentations, workshops, or other training activities as directed by management.
- Effectively work with other local entities to provide educational opportunities to child care providers in the service area.
- Maintain and organize all Provider Services Liaison electronic files.
- Help with creating, management of, and distribution of all training certificates for Provider Services Department.
- Serve as liaison with other local entities who are working to improve the quality of care provided in an early childhood environment.
- Be aware of the legal and professional responsibilities about reporting suspected adult/child abuse and neglect, etc., in accordance with the provisions of Federal, State, or local law.
- Assure confidentiality of clients, child care providers and co-workers.
- Notify management of any real or perceived problems.
- Demonstrate continuous effort to improve operations, streamline work processes and work cooperatively with, co-workers, clients, child care providers, contractor staff and Workforce Solutions Board staff.
- Establish, maintain, and foster positive and harmonious working relationships.
- Ensure that clients and providers of all races, religions, family backgrounds and cultures are treated with respect and consideration.
- Arrive at work, on time, ready to work scheduled hours.
- Complete all paperwork in a timely and accurate manner.
- Attend in-office meetings, Board meetings, and other community meetings regularly or as directed by management.
- Be flexible and work to be cross trained in all departments of the Child Care office to provide back-up for other staff as needed.
Other Responsibilities or Job Requirements:
- Ensure that any on-the-job accidents are reported immediately and followed-up with appropriate forms.
- Report any suspected fraud and abuse to the direct supervisor or other appropriate management.
- Adjust schedules to include evening or weekend work, as needed.
- Accurately document pertinent information in Provider Services Liaison files.
- Communicate positively with parents, primary caregivers, and child care providers.
- Work effectively and efficiently in a deadline driven atmosphere.
- Use initiative and problem solving within established procedural guidelines.
- Be a cooperative and enthusiastic team player.
- Work independently and cooperatively, using good time management skills and flexibility.
- Keep work area clean and well maintained.
- Use all basic office equipment in an efficient and effective manner.
Qualifications
- Minimum Education:
- Bachelors or Associates degree in Business Administration, Marketing, or related field preferred. High School Diploma required.
- Minimum Work Experience
- Six months of experience with procurement and/or knowledge of Doc Management.
- Six months of experience in a full-time, professional early childhood setting (i.e. Child Care facility, Early Head Start, Head Start, or Independent School District) preferred
- Six months proven work experience in special projects, event planning/ training coordinating, or similar role
- Demonstrated Knowledge
- Best practices in early childhood education trends
- Strong knowledge in multiple social media platforms
- Proficient in business writing
- Solid marketing skills
- Ability to create and present on several types of presentation software
- Public speaking abilities
Other Preferred Knowledge:
- Understanding of Workforce Solutions Child Care Program
- Bilingual (English and Spanish speaker)
- Ability to relate to individuals from culturally diverse backgrounds
- Detail oriented with strong oral and written communication skills
- Ability to balance a variety of duties, prioritize and meet deadlines required
- Ability to work in a team environment as well as independently with good time management skills and flexibility
- Must be willing to take and pass a drug/alcohol test and comply with the “Drug Free” agency policy
- Must be a minimum of 25 years of age to operate a company vehicle. One year may be waived provided that the individual has a satisfactory motor vehicle report (MVR).
- Must possess ability to provide reliable self-transportation capable of required travel
- Must possess and maintain valid Texas motor vehicle operator’s permit of appropriate classification and endorsement as required. Must agree to maintain a satisfactory MVR and minimum requirement of insurability as required by law. MVR background checks may be conducted by the agency.
Physical Demands:
- Ability to maintain physical condition and stamina appropriate to the performance of assigned duties and responsibilities which may include sitting, standing, bending, squatting, walking or riding in vehicle for extended periods of time, or other duties assigned.
- Employee must be able to lift, push, pull, and/or move up to 25lbs.
- The physical requirements in an office environment may require lifting boxes of supplies or office equipment.
Work Environment:
- Possess ability to adapt to inclement weather conditions and/or situations.
- Noise level could be moderate to loud in work environment.
- Ability to work in stressful environment.
- Ability to perform duties and adapt to flexible work schedules as established by management.
Travel Requirements:
- Normal to heavy travel – ability to travel to Provider locations within the 11-county service area. Must be able to travel for other activities such as meetings, classes, and workshops in and out of the service area.
- Must be able to travel by air as needed to attend training, conferences, and related activities.
