Job Description

Element 84 is hiring a Contract and Proposal Manager to join our team in building software that uses the latest cloud-based capabilities and technologies for meaningful projects in the public and private sector.  You'll join a small team of technical disciplines working to solve challenging problems in geospatial, healthcare, disaster response, and transportation. We're a small company with big roles, and you'll be able to make an impact on day one.

This position will work cross-team to manage proposals and turn those successful proposals into contracts. The proposal process consists of organizing both technical and business operations team members to prepare compliant, complete proposals that include aspects of company data, contractual information about accounting systems, HR processes, pricing and technical responses. As these proposals move into contracts, ensure that the substance of the agreement is maintained and that Element 84 interests are considered.  Maintaining compliance with contractual provisions would also be part of this role.  Element 84 works on both government and commercial projects, so compliance requirements vary.  

The ideal candidate will thrive working with a wide variety of roles within the company and enjoy having that ability; this is a great role for a generalist with an interest in engineering and Earth observing technologies.  Your day will range from reading requirements for a proposal, organizing engineers, accountants and our attorneys to answering questions like "can I tweet about this project" and "can we talk to a client from Germany?"  Working at a small company, you'll have an immediate impact. This role will work directly with company leadership and founders for a view into small business management.

Required Qualifications

Proposal Process Management and Support

  • Manage the entire proposal process including setting schedules, organizing team members, providing template materials to the team, ensuring that proposal delivery is on time and compliant. 
  • Strategically manage past performance libraries and client approval processes. 
  • Study past proposals and be the expert for utilizing previously generated proposal assets.

Contract Creation and Management

  • Manage the formation of new contracts with the support of external attorneys and working with company leadership.  Determine Element 84 compliance with various terms and conditions.  Lead contract negotiation with new clients. 
  • Manage GSA schedule performing reporting as required.
  • Manage Element 84's export control compliance measures with the support of external attorneys.
  • Support project teams during performance with advice about how to perform work in a compliant manner.  Questions typically surround technical outreach and team member onboarding. 
  • Update and maintain Element 84's ethics program.

Contractual Compliance

  • Update and scale internal Element 84 processes for ongoing contract compliance. 
  • Work with information security, project teams and human resources to ensure that the projects operate in a compliant manner, and that Element 84 as a whole provides the business processes required to maintain that compliance. 
  • Respond to company compliance documentation requests: prepare annual SAM registration along with reps and certs for prime contractors for government projects. 
  • Manage WOSB external certification. 

Ancillary  Qualifications

  • Provide feedback on existing company processes, suggest areas for improvement and implement new processes as required.
  • Flexibility and willingness to scale processes up and down depending upon contract requirements.  Element 84 has projects that go from one engineer to over a dozen in both the private and the public sector. 
  • Excellent organization skills. Experience working with a remote team. 
  • Excellent written and verbal communication skills. 
  • Willingness to dig into resources to find information and suggest and implement process changes to make that easier going forward. 
  • Be authorized to work in the US without sponsorship.

Preferred Qualifications

  • BA degree with minimum of five (5) years of bids and proposals management or contract management experience and a history of meeting deadlines. 
  • Prior experience managing or working with federal IDIQ contracts.
  • Proficient with both the Microsoft and Google suites as well as advanced use of Adobe Acrobat. 
  • Proposal management or project management certification preferred. 
  • Ability to manage multiple parallel projects with different deliverables and timetables.  
  • Ability to lead calls with a remote team for effective coordination.
