Job Description
The Project Engineering Manager (PEM) is the leader of the engineering content of a project. The PEM is responsible for the planning, execution, monitoring and control, and overall cost, schedule and technical performance of the project’s engineering effort.
The PEM may be assigned projects that include: new product development, product sustainment, and existing product upgrades. New product development includes projects that are solely designed in-house as well as those that are co-developed using other Elbit Systems companies or external suppliers and contractors. The PEM is not only the engineering project leader, but he/she is also the liaison between business units and the engineering team. The PEM is required to build robust relationships with the business unit program managers, engineering managers, and engineering Functional Managers. The PEM is expected to demonstrate effective leadership and communication skills and have the ability to work well with people at all levels. Project Engineering Managers report to the Site Execution Engineering Director or Manager.
PRINCIPAL RESPONSIBILITIES
Project Planning
- Develop/refine engineering WBS, in accordance with company standards tailored as appropriate to meet specific project requirements
- Clearly define and document project scope and deliverables
- Coordinate and integrate the different functional inputs into a coherent executable project plan.
- Establish, negotiate and allocate budgets across the Integrated Project Team (IPT) and Functional Managers
- Lead the development and maintenance of the resource loaded IMS working with the scheduler
- Lead the development and maintenance of the risk and opportunity register
- Communicate staffing requirements to functional management and Engineering Director in support of the engineering resource planning process
Project Execution
- Lead engineering project execution to include the cost, schedule and technical baselines for all engineering activities
- Partner with PM’s, Engineering Functional Managers, and Functional CAMs to ensure the project is being staffed and executed to plan
- Manage project scope ensuring budget/schedule changes are made with corresponding scope changes
Cost and Schedule Management
- Utilize the Actual vs. spend variance, and CEI and SPI(t) metrics to monitor and control engineering cost and schedule performance
- Ensure IMS is current, working with the scheduler and the IPT members
- Work with team to remediate incurred cost and schedule variances month over month
- Coordinate/document variance reporting
- Update WBS as required
- Mediate and Adjudicate conflicts that arise within the engineering team and between engineering and the program manager
- Monthly review and update of risk and opportunities
- Conduct monthly project reviews, reporting program status to senior management, as well as any ad hoc project reviews
- Conduct all CDRL meetings with the customer as needed.
- Manage customer relationship
- Manage invoicing as needed
- Manage supply chain transactions and PO’s
People/Relationships
- Mentor/coach project team members to help achieve efficient and effective project execution
- Establish and maintain business unit partnerships
- Establish and maintain key Elbit, customer, and engineering functional management relationships
- Establish and maintain relationships with Engineering Managers
Resource Management
- Develop and maintain staffing requirements (by skill and time phased) through a resource loaded schedule
- Enter and maintain staffing requirements into workforce planning tool
- Negotiate staffing requirements with engineering Functional Managers
- Support functional staffing analysis for future work
- Partner with functional management in employee performance assessment, development, and corrective action
- Identify and report variances between staffing levels vs plan
Process
- Execute role in accordance with project management process and other relevant procedures
- Support company level process initiatives and audits
- Continually seek ways to improve efficiency and performance
- Partner with Engineering Managers to establish process tailoring
- Identify risks associated with tailored tasks.
Bids and Proposals
- Develop/coordinate engineering program bid and execution baselines (technical, scope, cost, schedule, risk, opportunities…) in accordance with defined scope and objectives
- Partner with dept engineering managers and Functional Manager(s) to provide innovative technical solutions to fit within budget and schedule constraints
- Lead the development of Basis of Estimates (BOE’s) in accordance with company policy, using relevant historical data wherever possible
- Develop engineering Work Breakdown Structure (WBS), in accordance with company standards tailored as appropriate to meet specific project requirements
- Develop/support the development of the Integrated Management Schedule (IMS) at the project level, developing work packages and staffing requirements
- Coordinate and document process tailoring activities for specific project requirements
- Document risks and opportunities associated with the Engineering Bid
Qualifications
- Bachelors of Engineering or related technical discipline
- Certified Project Management Professional
- 14+ years relevant product development experience (Military products preferred)
- Demonstrated leadership skills
- Strong written and verbal communication skills
- Financial Planning and Cost Accounting experience
- Able to obtain a Security Clearance
Preferred:
- MBA
- Scrum Master Certification
- Technical writing experience
- Electro-optical engineering expertise
