The purpose of the Activity is to assist the Zambian Ministry of Education (MOE) in delivering foundational learning (early literacy and numeracy), with the goal of improving learning outcomes in lower primary grades (grades 1-3)

Position Description

The DCOP will oversee the technical work of the activity with a particular focus on institutionalizing the Foundational Skills Package in collaboration with the Ministry of Education (MoE). S/he will be the primary liaison with the central MoE working directly with the Permanent Secretary for Education Services. S/he will co-lead and oversee data review meetings at national, provincial and district levels. As decentralization rolls out, s/he will lead support for integration of project activities. S/he will oversee the work of developing the standardized assessments and will coordinate the work of the Regional Managers. S/he will work closely with the MoE to adapt and implement policy changes based on data from activities. 

Qualifications

Education:

Master’s degree in education, social sciences, or any other relevant field.

Skills and Experience:

  • S/he will have at least 10 years’ progressively responsible experience leading technical work, with a particular focus on working with education programs.
  • S/he will demonstrate excellent diplomatic skills and the ability to motivate and persuade teams.
  • Experience implementing an education program in a developing country, preferably in Zambia or Southern Africa, is highly desired.

Language:

Professionally proficient and fluent in written and spoken English.
