Project Description

The goal of the Teacher Excellence Initiative (TEI) project is to improve the quality and relevance of teacher preparation in Egyptian public universities so that current and future primary school teachers have enhanced skills to increase student learning and advance the Ministry of Education and Technical Education’s (MOETE) reform. The activity will achieve this goal through the following results: 

  1. At least 7,500 pre-service teachers in undergraduate programs at Faculties of Education in five Egyptian universities have the skills and knowledge to apply practice-based, experiential teaching methods in the classroom. 
  2. 5,000 in-service teachers in postgraduate programs at Faculties of Education in 15 Egyptian universities apply practice-based, experiential teaching methods in the classroom. 
  3. 50 Government of Egypt personnel from the MOETE, the Ministry of Higher Education and Scientific Research (MOHESR), and the Supreme Council of Universities demonstrate improved capacity to jointly plan, manage, and adapt teacher education.

Job Summary:

The HR & Administrative Assistant will perform multiple tasks and services to support effective and efficient operations of the project 's Human Resource and Administration department.

Duties & Responsibilities

Human Resources Tasks

  • Maintain accurate and up-to-date Human Resource files, records, and documentation.
  • Answer frequently asked questions from applicants and employees relative to standard policies, compensation, benefits, hiring processes, etc.
  • Maintain the integrity and confidentiality of HR files and records.
  • Maintain physical and soft HR files and records to ensure that all required documents are collected, completed and filed appropriately.
  • Handle and update employment records related to hiring, transferring, promoting, and terminating.
  • Support with the recruitment/hiring process by coordinating job posts, screening resumes, sourcing candidates, performing background checks, assisting in shortlisting, scheduling interviews, and issuing employment offers and contracts.
  • Assist with explaining HR policies, procedures, laws, and standards to new and existing employees.
  • Assist with performing orientations, onboarding, and updating records of new hires.
  • Stay up-to-date and comply with changes in labor legislation and social insurance law.
  • Follow up with the medical insurance company on any related issues for the benefit of employees.
  • Track the probation periods of newly joined staff and coordinate the probation period evaluations' reminders and maintain the proper documentation.
  • Assist with the annual performance evaluation process making sure that employees’ appraisals are completed and properly filled on the due dates assigned for this.

Administrative Tasks

  • Handle the monthly petty cash expenses and reconciliation.
  • Monitor the level of office supplies consumptions and handle shortages.
  • Write memoranda, reports, letters, and other documents required.
  • Issue PRFs as required for any requests related to Administrative/HR requirements.
  • Coordinate in resolving office-related malfunctions and respond to requests or issues.
  • Track the inventory count and properly reflect any new addition or movements of office assets.
  • Organize the project vehicles’ requests, schedules, routes and follow up on their maintenance, and fuel consumption ensuring the proper implementation of the internal related procedures.
  • Track the drivers’ performance and make sure they are aware of their daily scheduled duties.
  • Maintain the proper completion of files and deal with other administrative support tasks.
  • Perform any other HR & Admin duties as assigned based on job requirements.

Qualifications

Qualifications

The candidate applying for the position of HR & Administrative Assistant should have at a minimum, the following qualifications:

Education:

  • Bachelor’s degree in education, business administration, or a related field.
  • HR diploma is preferred.

Skills and Experience:

  • Proven relevant experience in the HR and administration fields.
  • Minimum 2-5 years of HR and Admin experience in similar positions.
  • Knowledge of human resources processes and best practices.
  • USAID experience is a preference.
  • Experience with HR databases and HRIS systems.
  • Strong ability in using MS Office (Word, Excel, and PowerPoint).
  • Good understanding of Egyptian labor law.
  • Excellent verbal and written communication skills.
  • Excellent organizational and time management skills.

Language:

  • Very good command of English proficiency.

This position is located in Cairo office and reports to the Human Recourses & Office Manager.
