Project Description 

The main purpose of the USAID Lova activity is to strengthen traditional and non-traditional learning systems and evidence-based instruction to ultimately improve the foundational skills of Malagasy learners in formal public primary schools, with an emphasis on foundational reading skills and inclusion of numeracy and socio-emotional learning.

Position Description 

The Teaching and Learning Lead (TLL) will lead the technical implementation of project activities and be the technical lead for the development of evidence-based approaches to improving foundational skills learning, including any materials development and teacher training. The TLL directly manages technical team members and contributes to the design, development, implementation and evaluation of all activities that aim to improve teaching and learning.

Essential Functions

The Teaching and Learning Lead’s specific responsibilities will include, but are not limited to the following activities:

  • Partner with the MOE and other relevant government institutions, donor projects, local organizations, and civil society that work in education to review, provide recommendations and support in adapting and creating education materials.
  • Analyze existing approaches to teacher training, provide feedback and recommendations, and support teacher training in target schools to improve the quality of teacher’s capacity.
  • Lead annual, quarterly and monthly planning sessions, in close collaboration with government, donors, local and international key stakeholders.
  • Develop and support early grade learning assessments throughout project implementation to ensure impact. 
  • Document lessons learned and best practices from remedial approaches in reading.
  • Strengthen the link between formative assessment to inform instructional practice at school level and continuous professional development of educators.
  • Report research findings in an effective and practical manner to clients and counterparts.
  • Provide training and technical support to the MOE as well as capacity building of key institutions.
  • Partner with the MOE and other relevant government institutions, donor projects, local organizations, and civil society that work in education.
  • Able to travel within Madagascar

The candidate for the position of Teaching and Learning Lead (TLL) shall have at a minimum the following qualifications:

Qualifications

Education: 

Master’s degree in education, international development, education management or a field relevant to this activity.

Skills and Experience:  

  • Minimum 10 years of international development experience working on projects directly related to education with relevant management, supervisory and technical experience working with programs of a similar scope to this activity. Out of which, minimum of 7 years of experience in a senior management or leadership role.
  • Ability to advise host country contacts at the ministerial level and create and maintain effective working relations with international and local stakeholders.
  • Knowledge of instructional (literacy and math) best practices required; demonstrated experience in field based literacy programming.
  • Demonstrated strong problem solving and analytical skills working on complex projects in a highly challenging environment; and a broad combination of professional knowledge, technical competence and experience in the fields of teacher training, literacy and numeracy, or distance education for teachers and students in developing countries. 
  • Ability to work independently to manage multiple work streams and communicate regularly on progress.
  • A good understanding of the local context; and
  • Excellent communication skills and writing ability in French and preferably English.

Language:   

  • Fluency in French required (written and oral), fluency in English and Malagasy preferred
