Project Description

ACHIEVE is a forecasted Orphans and Vulnerable Children (OVC) and Adolescent Girls and Young Women (AGYW) Activity funded by USAID/PEPFAR. ACHIEVE is designed to prevent new HIV infections and optimize outcomes for those living with HIV by fostering resilience among high-risk children, youth, and their caregivers in high-burden counties in South Sudan.

Interventions will be delivered at three levels to achieve all outcomes: (i) strengthened capacity of most vulnerable households to provide basic needs for their children and other family members; (ii) improved retention in care, treatment adherence, and viral load suppression for children and adolescents living with HIV; (iii) reduced incidence of new HIV infections among adolescent girls and young women; (iv) decreased experiences of sexual, physical, and emotional violence among children, adolescent girls, and young women. 

Position Description

The Director, Monitoring, Evaluation & Learning (MEL) will provide senior technical leadership for continual monitoring and evaluation of program activities. They will conduct periodic and routine performance monitoring and reviews to determine progress toward achievement of objectives, and providing oversight to all surveys, studies, and evaluations carried out by the project. In collaboration with the senior technical team, The Director, MEL will also provide leadership for development of OVC case management and graduation tools, data collection systems, and the project database. They will also build M&E capacity of sub-grantees and other partners collaborating on the project. The Director, MEL will have the leadership qualities, technical expertise and experience, management experience, interpersonal skills, and relationships to fulfill the requirements of the program description.

Qualifications

The candidate for the position of Director, Monitoring, Evaluation & Learning shall have at a minimum the following qualifications:

Education:

Master’s degree in statistics, biostatistics, epidemiology, public health evaluation, or related field.

Skills and Experience:

  • At least eight years of experience in monitoring and evaluation, including the management and oversight of donor-funded project reporting in developing countries; 
  • Experience with PEPFAR indicators required; familiarity with OVC M&E preferred; 
  • Strong knowledge of statistical software applications, such as SPSS, SAS, EpiInfo; 
  • Familiarity with database platforms suitable for development and public health programming, such as DHIS2; 
  • Experience building M&E capacity of local program staff and partners, including use of DQA, SIMS, and similar performance improvement processes;
  • Knowledge of HMIS and unique identifier systems strongly preferred; and
  • Familiarity with South Sudan Ministry of Health HIV data management systems a plus. 

Language:

Fluency in English is required.
