Project Description

ACHIEVE is a forecasted Orphans and Vulnerable Children (OVC) and Adolescent Girls and Young Women (AGYW) Activity funded by USAID/PEPFAR. ACHIEVE is designed to prevent new HIV infections and optimize outcomes for those living with HIV by fostering resilience among high-risk children, youth, and their caregivers in high-burden counties in South Sudan.

Interventions will be delivered at three levels to achieve all outcomes: (i) strengthened capacity of most vulnerable households to provide basic needs for their children and other family members; (ii) improved retention in care, treatment adherence, and viral load suppression for children and adolescents living with HIV; (iii) reduced incidence of new HIV infections among adolescent girls and young women; (iv) decreased experiences of sexual, physical, and emotional violence among children, adolescent girls, and young women. 

Position Description

The Director of Finance & Administration will have overall responsibility for financial management and administrative issues of the project in collaboration with the Chief of Party, ensuring compliance with USAID rules and regulations, and overseeing subawards. They will have the leadership qualities, technical expertise and experience, management experience, interpersonal skills, and relationships to fulfill the requirements of the program description.

Qualifications

The candidate for the position of Director, Monitoring, Evaluation & Learning shall have at a minimum the following qualifications:

Education:

Master’s degree in statistics, biostatistics, epidemiology, public health evaluation, or related field.

Skills and Experience:

  • At least eight years of experience in accounting and/or financial management, including the management and oversight of multimillion-dollar, donor-funded project budgets and financial reporting; 
  • At least eight years of experience in organizational and administrative management in an international context; 
  • Strong knowledge of financial accounting software, including QuickBooks or similar, USAID and PEPFAR financial dashboards (DATIM, DevResults, etc.), and MS Office (Word, Excel, etc.); 
  • Experience with PEPFAR financial/expenditure processes and reporting strongly preferred;
  • Experience mitigating and managing fraud and ensuring program and financial compliance;
  • Experience in oversight of human resources and personnel management;  
  • Knowledge of South Sudanese labor laws and applicable employment tax laws a plus;  
  • Competency in USAID rules and regulations; and
  • Experience issuing and managing non-technical aspects of grants to local organizations, and providing technical assistance and oversight to sub-grantees to build financial, administrative, and compliance capacity.

Language:

Fluency in English is required.
