Project Description

ACHIEVE is a forecasted Orphans and Vulnerable Children (OVC) and Adolescent Girls and Young Women (AGYW) Activity funded by USAID/PEPFAR. ACHIEVE is designed to prevent new HIV infections and optimize outcomes for those living with HIV by fostering resilience among high-risk children, youth, and their caregivers in high-burden counties in South Sudan.

Interventions will be delivered at three levels to achieve all outcomes: (i) strengthened capacity of most vulnerable households to provide basic needs for their children and other family members; (ii) improved retention in care, treatment adherence, and viral load suppression for children and adolescents living with HIV; (iii) reduced incidence of new HIV infections among adolescent girls and young women; (iv) decreased experiences of sexual, physical, and emotional violence among children, adolescent girls, and young women. 

Position Description

The Deputy Chief of Party (DCOP) / Senior OVC Advisor will provide high-level technical and administrative support to the project Chief of Party. The DCOP/Senior OVC Advisor will be responsible for leading and/or overseeing specific technical tasks, helping to ensure program quality, and assisting with day-to-day management of project activities and partners. They will provide high-level technical management and coordination for ACHIEVE OVC support activities, including strengthening case management, facilitating coordination with HIV clinical partners, and ensuring HIV-related outcomes.

The DCOP will serve as Acting Chief of Party in the COP’s absence, and will have the leadership qualities, technical expertise and experience, management experience, interpersonal skills, and relationships to fulfill the requirements of the program description.

Qualifications

The candidate for the position of DCOP/Senior OVC Advisor shall have at a minimum the following qualifications:

Education:

Master’s degree in public health, social work, or a related field, or an M.D. degree.

Skills and Experience:

  • At least eight years of progressively responsible experience implementing donor-funded projects in developing countries;  
  • Technical work experience in several of the following areas: OVC, HIV prevention, HIV care and treatment, pediatric HIV, adolescent sexual-reproductive health; social work/social welfare, child protection, household economic strengthening and poverty alleviation; 
  • Experience delivering interventions and building system capacity to improve HIV-related outcomes along the 95-95-95 cascade;
  • Experience strengthening health and/or social service referral systems and/or strengthening case management a plus; 
  • Experience with USAID and PEPFAR programs required; 
  • Demonstrated ability to engage government and to represent OVC, HIV, health, and/or child protection priorities and issues; 
  • Experience managing technical activities implemented by community-based implementing partners, providing capacity building support, and coaching and mentoring staff and partners to improve performance and results;
  • Demonstrated ability to engage a variety of stakeholders, including national and sub-national government ministries, donors and implementers, local NGOs, faith and community leaders, and others; 
  • Working knowledge of Government of South Sudan policies and programs in HIV and to support vulnerable children, including National Ministry of Health, HIV and AIDS Directorate, South Sudan HIV and AIDS Commission (SSAC), National Ministry of Gender, Child and Social Welfare, and other relevant structures and stakeholders preferred; 
  • Knowledge of USAID rules and regulations a plus. 

Language:

Fluency in English is required.
