Position Description
The Operations Manager provides oversight to all office operation tasks. The Operations Manager oversees all human resources tasks, including recruitment, staffing, compensation, Human Resources Information Systems, employee benefits, employee relations, training, and employment regulatory compliance. This position also oversees office procurement and vendors management. In addition, the position maintains close communication with the technical team, operational and financial staff, and perform other duties, as assigned. The Operations Manager reports to the Deputy Chief of Party (DCOP).
Essential functions include, but are not limited to the following:
- Responsible for operations, including administration, human resources, procurement and logistics and IT;
- Manages the operation, procurement, logistics and IT activities.
- Supervises the operation team in ensuring procurement activities are conducted according to USAID and EDC regulations.
- Consults directly with the HO procurement to manage a full procurement life cycle from requirements’ development, solicitations, negotiations, and communication with potential vendors, and finally the award.
- Assists in the identification, recruitment, and management of consultants, and sub awardees as necessary.
- Manages Purchase Order and post award contracts and serves as the contract administrator on subawards to Egyptian organizations and local consultants.
- Oversees electronic filing of important documentation as needed.
- Participates in regular planning activities with technical team, as appropriate, for seamless administrative and logistical support and problem solving.
- Sets up operational procedures in compliance with EDC policies, USAID regulations rooted in effective management practice in close cooperation with the DCOP and EDC Home Office support staff.
- Identifies and addresses areas of risk and operational inefficiencies and flags these to project leadership.
- Develops office operational procedures for areas that needs improvements for effective operations, as needed.
- Ensures quality assurance of operational functions and associated materials.
- Works with the DCOP to oversee compliance and adherence to donor regulations and procedures, including maintenance of internal control, accountability of EDC resources for all operational issues.
- Assists in regular communication with EDC's Home Office Director of Global Safety and Security and project senior leadership to flag any security risks or issues in the broader context that may put the project or staff at risk.
- Manages and supervises the anticipated MoETE Studios and DataCenters procurement agreements and consultants.
- Serve as the liaison between MoETE and USAID in the technical procurement for the ministry.
Other Duties:
- Assists in planning, budgeting, designing, implementing, and monitoring study tour program requirements.
- Prepares US participants’ training documents, communicating directly with USAID representatives to finalize visa, travel documents, vetting and medical requirements, as well as obtaining approvals on study tour plans and itinerary.
- Liaises with USAID representative to arrange visa interview appointments, follow up on visa issuance and passport collections for study tour participants.
- Assists in designing and leading pre-departure orientation.
Qualifications
The Operation Manager shall have at a minimum the following qualifications:
Education:
- Master’s degree in Business Administration; or any other related field; or equivalent experience.
Skills and Experience:
- Minimum of 7-8 years of progressively responsible and directly relevant experience.
- Experience working with a USAID-funded project is required.
- Familiarity with Egyptian labor laws and regulations.
- At least 5 years of management experience working in an international organization or agency.
- Procurement experience preferred.
- Highly skilled in the use of Microsoft Outlook, MS Word, Excel, and PowerPoint.
- Strong organizational and analytical skills.
- Excellent written and oral communications skills.
- Demonstrated ability working with multidisciplinary teams, including local project staff, international staff, consultants, and government officials.
- Ability to multitask while attending to detail and efficiency.
- Strong interpersonal skills and ability to work under pressure.
Language:
Fluency in English and Arabic are required.
