Project Description

The primary purpose of the five year, USAID-funded Higher Education for Innovation and Growth activity is to strengthen Jordanian higher education institutions so that they can provide quality, inclusive, student-centered, market-relevant education and foster innovation for economic growth, through partnerships with industry. The activity will achieve this purpose through the following two results:

  1. Improved performance of core functions by higher education institutions;
  2. Effective and sustainable collaboration among higher education institutions, industry, and government stakeholders.

Position Description

The Deputy Chief of Party must be capable of fulfilling the role of the Chief of Party in that person’s absence. In addition, the DCOPs responsibility will be to ensure effective field coordination and overall management oversight of the Activity. USAID expects that the Deputy Chief of Party will be dedicated to the award on a full-time basis.

Qualifications

The candidate for the position of Chief of Party must meet following qualifications:

Education: 

A Master’s degree in a field relevant to this activity. In lieu of Master’s Degree a Bachelor’s degree (or equivalent) plus 15 years experience is acceptable.

Skills and Experience:

  • A minimum of 10 years of relevant professional experience in the higher education sector, of which at least 8 years of experience are in areas related to higher education institutional capacity development and/or private sector engagement, and preferably both (a minimum of 15 years of relevant professional experience in the higher education sector, of which at least 8 years of experience are in areas related to higher education institutional capacity development and/or private sector engagement with Bachelor's degree);
  • Demonstrated ability to obtain results in complex international development assistance programs in Jordan or similar developing country contexts;
  • Served as a key technical resource particularly for systems strengthening, policy reform, and collaborating, learning and adapting;
  • Managed day-to-day operations of international development programs of similar scope and size and served as a key resource for managing and responding to processes that range from financial management, procurement, human resource development, and other accountability mechanisms;
  • A good understanding of the local context; and
  • Excellent communication and writing ability in English and Arabic.

Language:

Fluency in English and Arabic are required.
